Information on Genome Browser coordinates

Here is a link from UCSC that describes the differences between 0-based and 1-based genome coordinates, as well as a link describing the Wiggle format (the only format defined by UCSC that uses a 1-based format).

Note that IGB is 0-based, so the first sequence coordinate appears with a value of 0.
