PROJECT PAPER
Pick ONE of the FIVE questions below and produce a project paper of not more than 12 pages (single space) showing your understanding of the concepts captured in the question and your own experience.
1. Discuss some of the institutional mechanisms used in your country to formulate and implement policies. What is the level of involvement of the general population/citizens in this process?
2. Select TWO policies, one of which you think has worked well, and another you think has performed poorly, and give the reasons why one succeeded and the other one ‘failed’.
3. A commonly accepted view among many policy analysts in government and universities is that policy analysis can be objective, neutral, and impartial. Given the characteristics of ill-structured problems, consider the extent to which this view point is plausible.
4. Is rational choice possible? Write an essay on this question. In your answer be sure to distinguish between individual and collective choice, types of rationality, and alternative criteria for recommendation.
5. Many policy-evaluations fail to recognize the latent purposes of evaluation, including a desire (a) to make programmes look good by focusing on their surface characteristics (‘eyewash”); (b) to cover up programme failures (“white-wash”); (c) to destroy a programme (“submarine”); (d) to engage in evaluation merely as a ritual that must be practiced to receive funding (“posture”); and (e) to postpone attempts to resolve problems (“postponement”).
What problems does this raise for defining the objectives against which performance is to be evaluated? Discuss.
