Reproduced below is a message from Mr. Sardar Daljeet Singh, Hyderabad, Secretary of GISLAA - AP.   The One-Day Seminar on Motor Insurance & Claims was conducted in a most professional manner and it was a highly successful programme with surveyors from all over AP participanting the programme.  The participants exceeded 100 in number while the actual planned intake was 60 only.   Due to the overwhelming demand from the interested surveyors, the organisers had to make some last minute adjustments to accomodate all the members who registered themselves by the deadline, but still had to regret more than 30 surveyor members who were interested to join at the venue of the seminar.   The response was too encouraging from the members from all AP for the surveyors were actually longing to meet, interact, discuss, learn & share their experiences.    Most members demanded such seminars on different subjects to be conducted periodically at regular intervals and at different places.  
 
 
The programme co-ordinator Mr. J. Surendra Babu doubled as the Master of the Ceremony.   And he was surely at his best.   Some of the senior surveyors who were on faculty were too good in their presentation on different topics and the members were made to feel easy and comfortable for the sessions were designed and moduled to be more of interactive in nature.   
 
 
Mr. DCS Raju, an ex-council member of IIISLA, has elaborated on the role, responsibilities, code of conduct and importance of surveyor in the general insurance industry and the statutory status enjoyed by the surveyor as per the provisions of Section 64UM Insurance Act, 1938 (as amended from time to time).  
 
 
Mr. Vjay Kumar Gadre, a senior surveyor, who is in the surveyor's profession for over 30 years, and has conducted several classes for both the surveyors and also insurance officials from all over India, has shared his views on revision in policy in policy excess and depreciation on painting & on endorsements IMT 21, IMT 22, IMT 23 and IMT 47.  
 
 
Mr. S. Anoop Kumar (self) has given a PPT on office management and use of computer systems, and the importance and use of internet and e-mail, the records that have to be maintained by a surveyors, the statutory compliances, etc.   He has explained and emphasized on the need for speed and quality reporting and the need to update the knowledge and technical skills by using the internet & e-mail.  
 
 
Mr. K. Gopinath, a retired Motor Vehicle Inspector, who was earlier an insurance surveyor for few years before 1988 and has now made a come back as an insurance surveyor once again, has given an elaborative presentation on MV Act conditions in relation to motor insurance claims and more concentrating on Sections 52 & 55 of MV Act.   Infact most surveyors (and also insurance company officials present) were surprised to know that replacement of chassis frame or a monocoque body shell in the event of accident to the vehicle is not permitted as per the existing provisions under section 52 of MV Act.   Then he further contented that as per the provisions under section 55 of MV Act any vehicle which is declared as total loss or constructive total loss, the RC of such vehicle should be invariably cancelled and the wreck should not be sold along with the RC.   This has swept the carpet from under the feet of the surveyors when he announced that the insurer's, insured and also the surveyor who has handled the claim are liable to be prosecuted, in the event of misuse of the RC by the salvage buyer.   A case in point is Jullundur and Chandigarh motor theft incidents and misuse of RCs there.  
 
 
Mr. Gopinath also clarified on various as aspects of road permits, the contract and stage carriages, the driving licenses, the importance of PSV badge for driving passenger carrying vehicles, and on various other issues of importance.   He has discussed in detail as to just one passenger door on front left side in Volvo buses or other similar vehicles. the concern for safety of passengers trapped inside in the event of accident and damage to the entry/exit area.  
 
 
Infact the organisers felt that a separate session of half day exclusively for discussing on MV Act and CMV Rules was essential to clarify various doubts that are raised by the participant surveyors.  
 
 
The morning programme and opening ceremony was attended by Mr. Nadamuni, DGM of National Insurance Company Limited, and the closing ceremony was attended by Mr. Hari Srinivas, DGM, and Mr. Raghu Kishore, RM - Tech., both from New India Assurance Co. Ltd., who gladly shared info on the changes and developments in the insurance industry and future outlook of the Genl. Insurance industry with a vision and target of Rs. 20,000 crores premium to be achieved by the year 2020 on all India basis and AP itself set to achieve 2500 crores premium income by then.   They emphasized on the importance and role of insurance surveyors in such a huge growing market and the expectations of the insurer's to effectively and satisfactorily service the clients on claims arising and on quality reporting.   The certificates of participation were awarded by Mr. Hari Srinivas and Mr. Raghu Kishore.   
 
 
Mr. Datta, the president of GISLAA - AP ha requested the insurer's to add more surveyors to their claim hubs periodically and also talked on various issues pertaining to the surveyors.   The chief guests and the faculty members were facilitated and presented with a memento.    The seminar concluded with vote of thanks from Sardar Daljeet Singh followed by national anthem.    
 
 
Thanks to Mr. Surendra Babu and his team, comprising of Mr. DN Reddy, Mr. AJP Theertha, Mr. P. Madhu & Mr. Syed Shameem for their meticulous planning and execution of the event.   And ofcourse a big thanks to Mr. DCS Raju, the brain and the man behind the event, the guiding, motivating and the driving force.  And also thanks to the faculty, Mr. VK Gadre and Mr. K. Gopinath, who were too willing to share their knowledge and experience with others. 
 
 
We all hope that this is just a beginning.   And we all hope & look forward to many such events to be organised by GISLAA - AP in the days to come.

A small correction.   The date of the programme is 21st July 2012 (wrongly mentioned as 27th in my earlier message).  
 
Also the venue has been decided as Kens Hotel, Srinagar Colony, Hyderabad, and the participation fees is fixed at Rs. 750.00.   The fee includes study/course material.  I have just received the brochure & regn. form from the course coordinator and the same is attached.   Surveyors interested in participating in the programme can contact any of the organising committee members or the course coordinator (names and phone nos. available in the brochure). 
 
The last date for regn. is given as 07-07-2012.   Seats are limited (60 only) and would be regd. on first come first served basis.

General Insurance Surveyor's & Loss Assessors Association (GISLAA) is an old association of surveyors formed at Hyderabad and also a regd. body which was in existence even before formation of IIISLA.   However, after IIISLA came into existence, GISLAA activities have taken a back seat and it has become dormant.   
 

But IIISLA turned out to be a disappointment, both in performance and in management, thus lost the trust of members.   Allegations of financial mismanagement by some of the council members are aplenty.  Elected council members and office bearers have proved time and again that they have least respect (or no respect at all) for the law and the rules.   Council meetings are a farce and they are more of a picnic to be enjoyed by the council members at some of the costly and finest hotels at the cost of the members money.  A senior member is on record by stating that council members "dine", "drink" and "do everything".    Infact, there have been allegations that some of the council meetings are also taken as an opportunity to make money by inflating the expenses.  Minutes of meetings are never shared with the members and also developments or progress on any issue of interest to the members.  There are also serious allegations that IIISLA conducted training programmes have also been used to make money by some of the organisers.   


With this background, some of the active surveyors from Hyderabad have decided to reactivate GISLAA - AP, infuse some confidence among the practicing surveyors members and also create an atmosphere of unity.   As a first step, GISLAA - AP has proposed to conduct a One Day Seminar on Motor Insurance & Claims on 21st July 2012 at Hyderabad.  The training programme comprises of 5 modules as detailed below and each module lasting for 45 - 60 minutes. 
 
  1. Role of Surveyor in General Insurance Industry. Act, Regulatory and operating environment.
  2. Revision in policy in Policy Excess and Depreciation on Painting.
  3. IMT 21, IMT 23 and IMT 47, detailed discussions.
  4. Surveyor Office Management with Computer Applications.
  5. Motor Vehicle Act and Rules and applicability in Motor OD claims.

 
The faculty would comprise of some of the senior surveyors fro Hyderabad.   The class on motor vehicle act & rules would be taken by a retired Motor Vehicle Inspector from AP Transport Department , Mr. K. Gopinath, who incidentally was a practicing surveyor during early 1980's and before his joining the govt. service.   Mr. Gopinath was specifically requested to discuss in detail on Section 52 and 55 of MV Act.  
 
 
Section 52 of MV Act is to do with structural alterations to the vehicle (including replacing the chassis frame in case of ladder type chassis and body shell in case of monocoque or integral bodies).   AP Transport Department govt. does not permit replacement of chassis frame or monocoque body shells.  We are allowing replacement chassis frames and/or monocoque body shells which transport departments terms it as illegal. 
 
 
Section 55 of MV Act is to do with cancellation of RC in the event of any vehicle declared as a case of constructive total loss (beyond repairs).   All the insurance companies are selling the salvage or wreck of the damaged vehicles to the salvage buyers along with the RC book.   This is in violation of the provisions of MV Act and is prone to misuse of the RC leading to other criminal activities.    
 
 
Surveyor's Office Management with Computer Applications is to train the surveyors on use of computers for making the reports, use of internet & e-mail, enhancing and compressing digital images, sending attachments with e-mails, etc.  
 
 
All the classes would end with a brief Q & A session.   
 
 
The capacity planned is for 60 members only.   The fees for participation is being worked out and would have direct relation to the venue depending upon the cost being incurred.   The venue is being finalised.   The likely fees would be in the range of Rs. 750.00 to 1,000.00 and would include 2 times tea with snacks and lunch.   Efforts are being made to keep the cost as low as possible.   
 
 
All the motor surveyors from Hyderabad and nearby districts and also from entire AP should make best use of this opportunity.   Even surveyors from outside AP who are interested can also participate.   The regn. would be on first come first served basis.   
 
 
We at Hyderabad are making a humble beginning.   Similar programmes should be conducted at various places within AP and other states too keeping in view the interests of the local surveyors not entirely depending on IIISLA for upgradation of professional skills.   GISLAA would strive to conduct more such programmes in the near future in other departments too by gauging the mood of the surveyors and the response/feedback received from the first programme.

There is huge demand and requests for printed study material &
presentations from various members. . The programme organisers are
seized of the matter. They are not averse to sharing the study
material both in printed and soft form. However, the cost has to be
worked out including the courier charges. The cost can be arrived
based on the actual number of requests received & no. of copies to be
produced. Hence, all interested members can pls. write to
