Respected Shri Ram Avadh Singh Ji, Shri Kamala Shankar Ji, and Shri Hari Om Gupta Ji,

I hope this mail finds you in good health.

With due respect, I write to humbly request your kind intervention in the matter of the forged diploma certificates that I have repeatedly brought to the attention of IIISLA.

As per Shri Ram Avadh Singh Ji’s mail dated 20th August 2025, the enquiry was entrusted to Shri Hari Om Gupta Ji, but since he is located 250 km away from Lucknow, it was clearly directed that Shri P.C. Srivastava Ji (Local Chapter Council Member) and Shri Naveen Srivastava Ji (Unit Coordinator, Lucknow) will look into the matter on priority and may coordinate with Shri Kamala Shankar Ji, Secretary – Chapter Council UP.

Further, Shri Hari Om Gupta Ji himself opined that the documents provided with my complaint are sufficient to examine the matter and refer it to the competent IIISLA authority for action.

However, despite my repeated reminders, I have not received any communication from Shri P.C. Srivastava Ji or Shri Naveen Srivastava Ji regarding the status of this enquiry. It appears that in the process of trying to protect certain influential persons, no reply is being given and the matter has been pushed into cold storage. Moreover, it raises a serious concern as to how the Lucknow Unit has been assigned the investigation, when the matter is already well-proven and clear, and when the same Unit is alleged to have facilitated cover-up and submission of two different diploma certificates.

In fact, this issue can be clarified in just a few minutes simply by matching the documents I have provided with those submitted to IIISLA. Instead, it appears that the matter is being deliberately prolonged, and that Shri Hari Om Gupta Ji has been intentionally sidelined, even though he examined the documents, discussed them, and gave his professional view like a true surveyor and investigator.

Considering the seriousness of the issue, and the fact that IRDAI records and Board of Technical Education, Lucknow, have already confirmed irregularities, I humbly request you to kindly instruct Shri P.C. Srivastava Ji and Shri Naveen Srivastava Ji to complete their investigation at the earliest and share the findings.

This will help ensure that suitable action is taken before any step is initiated by IRDAI, thereby safeguarding the reputation of IIISLA.

I once again assure you of my fullest cooperation and support in this process.

I also request you to kindly investigate how two diploma certificates reached the IIISLA office. As per the confirmation received during a call from IRDAI, only one diploma certificate (No. 055315, Roll No. 77343743), purportedly issued by Hewett Polytechnic, has been submitted for Training and Licensing.

Kindly note that, as per the instructions of IRDAI dated 17/07/2025, a confirmation request was placed before the Board of Technical Education, Lucknow and  Board of Technical Education also confirm that the diploma certificate (No. 055315, Roll No. 77343743) not issued by BTE.

In view of the above, I humbly request you to thoroughly investigate this matter and take suitable action before any step is initiated by IRDAI, so that the reputation of IIISLA can be safeguarded.

You have added Zonal Council members in the loop that has eased our chapter council's job. Everything is clear to all our chapter council members and Zonal council members and executives too. Your complaint has been taken on priority but it will reach the competent authority after initial/ base enquiry.

 As I have received some inputs from Shri Hari Om Guptaji that he is 250 Km away from Lucknow hence he would not be able to enquire about the case, so Local chapter council member Sh. PC Srivastava ji and Unit coordinator Shri Naveen Srivastav Ji will see/enquire the matter on priority and can take help/report to Shri Kamla Shankar Ji Secretary chapter council UP. On base of your investigation / enquiry our chapter secretary will take consent of all chapter council members too. The matter in question is related to the diploma/ degree authenticity, so our chapter council will forward the matter to higher authorities that has already been looped by the complainant to our one step zonal council.

In the email trail, Mr. P.C. Srivastava (from Lucknow) is marked first. The Lucknow Unit and surveyors of Lucknow are well aware of the genuineness of the documents which is already shared to Lucknow Surveyors WhatsApp Group.

 

However, during the enquiry held on 16/04/2024, only the Hewett Polytechnic diploma (with the same serial and roll number) submitted by Membership Holder Mr. Pradeep Kumar Singh (Membership No. L/N/11715) was available at the IIISLA Head Office.

 

Surprisingly, within just two days—by 18/04/2024—another diploma certificate from Monad University was submitted by the same Membership Holder, which was confirmed to me by IIISLA office during the enquiry.

 

From your mail, it appears that the matter has been dismissed by suggesting that the mail ID and sender are fabricated. I request you to kindly clarify on what grounds you have concluded that the mail ID prima facie appears to be fabricated, and also confirm the method of prima facie enquiry adopted in arriving at such a conclusion.

 

With due respect, I must express my concern that the seriousness of the issue has not been adequately acknowledged. The matter relates to membership being issued on the basis of forged documents. In this instance, IIISLA has accepted two different diplomas for the same membership, apparently with support extending from the Unit to the Central Council. Such circumstances warrant a thorough and transparent investigation.

 

During my discussion with IIISLA office, it became clear that the Membership Holder (Mr. Pradeep Kumar Singh) enjoys strong support from Unit till the Central Council, which is why a substitute diploma was accepted to protect his membership.

 

I kindly urge you to accord this matter the same seriousness as it has previously received from the IIISLA Head Office and other officials. To protect the membership if required IIISLA can asked another diploma certificate as diploma certificate submitted from Monad University is not matching with IRDAI training records Membership holder can submit another additional diploma with help from Unit till the Central Council.

Thanks for your discussion and also a moments talk with me on phone regarding the issue. The matter is related of Lucknow and the address of the complainant is also of Lucknow. Before forwarding the application to Zone and Central Council we have to investigate the authenticity of the complainant and and the documents. The mail id prima facia looks like fabricated, the name may also  be the same. Since our unit Lucknow has not been looped by the complainant, and complaint is directly mailed to all the chapter council members. You are requested to investigate the matter at your end or through unit Lucknow. In case there is no any ambiguity in it, then the complaint should be forwarded through zone to CC after consent of all the chapter council members.

  1. Initiate a thorough inquiry into the authenticity of the documents submitted by Mr. Pradeep Kumar Singh for his IIISLA membership.

  2. Suspend or cancel his membership (No. L/N/11715) if the allegations are proven true.

  3. Refer the matter to IRDAI for further regulatory action in accordance with the IRDAI (Surveyors and Loss Assessors) Regulations.

Dear All,

Not only. Mr. Pradeep Kumar Singh, this type of game was played since the beginning of  this profession.
If we search minutely we can find some surveyors even may having portfolio in previous time in IIISLA and may be continuing leadership or influence over IIISLA Affairs, as nobody can catch their sin.
We should find out these men first to clean IIISLA image then stop entry of intruders (illegal|), if we want to save IIISLA and develop the profession and grow with her.

Respected Shri Naveen Srivastava Ji,
Greetings.

I have received your reply; however, I regret to state that the assertions mentioned in your letter are not only contrary to the written instructions of the Chapter Council but also appear to be an attempt to overly simplify such a grave matter.

I wish to clarify once again that this is in no way a “personal dispute” or “individual rivalry.” The issue pertains to obtaining IIISLA membership and an IRDAI license on the basis of forged academic certificates. Therefore, it is not merely a matter concerning an individual but one that directly affects the credibility of the Institution, its Code of Conduct, and regulatory compliance.

The facts are as follows:

1. Written Order of the Chapter Council (20th August 2025, Shri Ram Avadh Singh Ji):
It was clearly directed that this matter should be investigated on priority by you and Shri P.C. Srivastava. In such a scenario, to state that “the directions do not fall under the domain of the Unit” is baseless and amounts to disregard of a written order.

2. The suspicious emergence and acceptance of a second diploma:

  • On 16/04/2024, the records available at IIISLA Head Office, Hyderabad contained only the diploma from Hewett Polytechnic.

  • Merely two days later, on 18/04/2024, a diploma from Monad University appeared at the Head Office. How it reached there and through whom it was presented has still not been explained.

  • Membership had already been granted prior to 16/04/2024. Under such circumstances, on what grounds and with whose approval was a second diploma submitted and accepted?

  • It must also be clarified through which channel this document reached the Head Office – via Unit/Chapter/Zone or directly by the member.

  • Even if it was sent directly by courier, under whose instructions was its entry recorded? Without internal cooperation within IIISLA, this would not have been possible.

On 18/04/2024 itself, when it came to light that IIISLA had accepted another diploma, I immediately filed an RTI application for verification of authenticity. A copy of this application makes the fact evident.

3. Clarification regarding your letter:
Your letter states that “this matter is merely an internal dispute of a Corporate Surveyor Firm, and the said person has already informed the Hon’ble Court, Police, IRDAI, Registrar of Companies, and IIISLA Head Office.”

Kindly clarify on what authentic records/documents/correspondence you have based this statement.

It is also noteworthy that the reply received does not appear to have been authored solely by you, but seemingly prepared and presented with the assistance of Shri Pradeep Kumar Singh.

Accordingly, it is expected that you also clarify—

  • If indeed the Hon’ble Court, Police, or any other regulatory authority has been informed in this regard, kindly provide copies of such communications.

  • Written proof must be presented as to on which date, under which reference number, and to which officer at IIISLA Head Office this matter was communicated.

  • And if in fact IIISLA Head Office was informed about this matter, then why no action has been taken so far—an explicit explanation is also expected.

With a due respect, I would like to explain that your directions do not fall into unit IIISLA domain.
Further, It’s learnt that the case is purely internal issues/dispute of a Corporate Surveyor firm. As per my knowledge, The Hon’ble Court, Police, IRDAI, Registrar of Companies even IIISLA HO also involved and intimated by same person. It would be better that the applicant should informs the chapter first before approaching various higher authorities. 
Since the respective authorities are already handling the case, it appears that the issue is more of a personal competitiveness between the parties.
Hope, situation is very much clear from above and I am not in position to do any further conversation in this regard.
