My license was not renewed yet

Dear friends,

I have received a mail from 'b...@irda.gov.in' stating that it is closed, from which I could not understand whether my license was renewed or not. But I am told by a fellow surveyor that my application is rejected and not renewed. Now how to proceed? IIISLA is also not coming to help us because there is no response from the help desk or from the elected members to whom I have sent a mail and a reminder too.
