Survey Fees is to be calculated on ASSESSED LOSS or SETTLED LOSS ?

Dear Surveyor Friends,

One Public Sector Insurance Company has paid the Survey Fees based on the SETTLED LOSS instead of ASSESSED LOSS even though the fees is to be calculated based on assessed loss irrespective of Depreciation, Salvage, Under Insurance, Deductible etc., as per GIPSA Circular dated 28.08.2008. I am attaching the calculations and a copy of the circular. I request the members post their opinion on this issue.
