I understand that there was a discussion among the core committee members regarding the Benevolent Fund Scheme, though this has nothing to do with the MoF.

Can someone share any information on this as to what was the discussion about?

Most members are still in a confusion whether or not to become member of the BF scheme but IIISLA HO is issuing SMS reminders seeking all members to pay the BF scheme amount too along with the annual subscription amount.

I have decided to issue first cheque of this financial year  for contribution for Benevolent Fund   to secure my family in particular my wife as my children are well settled. Now if I am suddenly out of scene , she will not be forced to lay hand for help.I shall be very happy if ,the compensation amount is just doubled in near future.
I request the fund administrative body and the council to take cognizance of your valuable suggestion and implement them as soon possible after  due diligence  .
As regards to the security of the fund I have gone through the Rules & Regulation of fund and found that enough protection are made and fund is insulated from IIISLA core financial activity as entire collection in this fund will be deposited in a separate bank account. There shall be no cash  transaction  from this account and the debit entry will only be in the form of Compensation. All expense will be born by IIISLA.
As regards to the provisions regarding formation of this fund in IIISLA AOA ,IIISLA council should clear the official position.
Friends, something good is happening let us encourage this noble effort and trust our council member.
Together we can and we will........

I congratulate you on this historic day when much needed 'IIISLA Benevolent Fund' is now a reality. We have seen many untimely deaths of our brothers and appeal from their family. Many of us came out to help them but surely that was not enough.
We should not forget the painful appeal of Mrs.Smita Kane w/o late Shailesh Kane. Shailesh died at the age of 50 leaving behind  his small family and ailing mother. Whatever, small saving Mr.Shailesh made were spent in his treatment.
We are now about 8400 and this number is our strength. Our small contribution will now be multiplied by 8400, thus creating enough corpus to help our families at the time of distress. The most important aspect of this fund is that in the event of any mishap the aggrieved family will get benefit of the fund as their right with head high.
Friends, your support is very much needed for the success of this positive step by IIISLA council.

Dear Surveyors,
The concept of Benevolent Fund was first suggested by the Kerala Chapter and we have provided the same to the families of two surveyors. I am not against Benevolent fund but against the way it is brought in. Even Mr.Nirmal Tripati is not able to reveal the details of abandoned fund with IIISLA H.O., What is the necessity of collecting funds in the name of Benevolent fund when the interest earned by the funds with IIISLA .H.O., can take care of the same. It is not justifiable to combine membership subscription and Benevolent fund. When the financial management of IIISLA.H.O., is not clear about the quantum of funds lying ideally, how can it manage the Benevolent fund. The Benevolent fund should be taken care by the state chapter in concurrence with the H.O., On the standards of living and based on the financial capacity of its members the State chapter can set various threshold limits in Benevolent fund.
I am totally not satisfied by the IIISLA CC's Benevolent Fund  approach and no one in the CC has never looked into the legal aspects of such action and collection of money by clubbing it with Annual Membership Fees.
I request the CC members to go in for a proper approach for the Benevolent fund.

Respected Sri Ajit Sahu ji,

Very shocking news......

I am very sad to read the appeal of a surveyor family.......

No one in the community never wish to appeal for financial help except very critical situation.

Looking to these situation frequently we have started the benevolent fund but some intelectual persons among us oppose this noble cause reasons best known to them.

I again appeal to community please accept benevolent fund...not for you,....for your and others families.

Its our duty to help the family, we all should support and contribute Rs.5.0 Lac for needed family within 10 days.

I personally contributing Rs.5000.00 for this purpose.

Dear Pankaj ji,
Though the mail of Binu Varkey ji is addressed to our National President and as per him it remained unreplied.   Though replying on it is none of my business and it would be better our National president should come forward to clear the confusions.  Any how I am trying to clear the confusions to the best of my ability and knowledge on subject.  My reply in seriatim is as under:
1. Its true that IISLA at present got the immense wealth but the fund so collected has some riders and no one could go and spend the money against the defined norms laid down in AOA and MOA.  Not even the CC.
2. Though Rs. 25,000.00 is not being collected from fresher it is much less than the amount quoted.  This fund is not collected for welfare purposes.  Again this fund has some riders and could be spent under the defined areas only.
3. Till date in no EGM all the 8,300 members have ever been present.  The EGM in question was well under the defined norms laid down in AOA and MOA.
4. IIISLA is empowered to revise the subscription.  It is good on the part of IIISLA that they have given the bifurcation.  The TP premium of two wheeler earlier was Rs. 618.00 which has now become Rs. 805.00.  No body has questioned the Government and ask the data of enhancement and quitely depositing it.  Here for their own welfare depositing a pity amount is leading to chaos.
5. Death waits for none.  As soon the coverage starts it is in the interest of members. It is not true that other organisations welfare scheme were not studied.  Unfortunately our number at National level is very small in comparison to other organisation, hence contribution is bit more.
7. I understand that Rs. 5,00,000.00 is an insufficient amount but to start with and something is better than nothing this amount was committed.
At last I am sorry to say our present and past council both refrain themselves to pacify the queries of common members and do not wish to be transparent.  As the voters of our country are gradually becoming wise likewise the members of IIISLA too.  Now only the member who wish to serve the common, watch the interest of members and transparent in working will be elected.  Not replying the querries of Chairman is not a good sign.  The chairman is further answerable to the members under his chapter.
At last I wish to say and request test the person by depositing a small amount.  Either the members will be benefited or the integrity of the authorised persons will be judged.  In both ways the common member is in win win situation.

Shri Lalit Gupta and CC

President/IIISLA

926/SEC 21D, Faridabad

Dear & Respected President/CC

                                                              Sub: Benevolent Fund scheme reg:

The mail related to recently implemented benevolent Fund scheme received from our learned member Mr Binu Varkey is forwarded herewith for your information which is self explanatory. Regularly I am receiving various opinions/complaints/criticism from our members to the hasty implementation and collection of welfare fund scheme. I also feel no clarity and logic in this scheme. In this connection I would like to put up my suggestions below for your perusal and thereby to review the present decision.

1.At present IIISLA has an immense wealth as cash deposites around Rs.15 crores which has no liquidity and it can be called as dead money of dead investment. This money is invested by our own members only and so far no returns to them out of it! What is the use and utility of this dead money in future and who is going to gain out of it? Nobody can give a proper reply to this question. But my answer is that such fund must have the flow and or liquidity then only it would serve the purpose of that much investment. For the timebeing CC must pass a resolution to utilize the interest of that money for the beginning stage of this welfare/benevolent fund scheme instead of penalizing our overburdened members again and again.

2.That much fund is invested by the existng members since beginning of IIISLA and the new entities of IIISLA have no right to avail the benefit out of existing fund and no justification on this. As such IIISLA has the authority to collect an additional amount not less than Rs.25000.00 from new membership applicants under the head of welfare schemes. Therefore there seems to be justification for the same.

3.Recent EGM at Kanpur had passed a resolution to collect Rs.2000.00 + Rs.1000.00 from each members under the head of Benevolent fund scheme under the poor strength of 120 members against present live strength of 8300 members. Now you have enforced our members to remit that amount along with the annual subscription!  The cut of date declared for remittance is 15.05.2016 and no receipt for subscription if additional Rs.3000.00 for benevolent fund is not paid! I feel your decision is not reasonable and justifiable.

4.Annual subscription is mandatory and no difference of opinion. We are willing to remit the subscription before the due date and you are liable to release the receipt. But you should not insist us to remit Rs.3000.00 together. I strongly feel no logic in such unilateral decision of CC for imposing overburden on the members for the hasty collection of benevolent fund.

5.Instead our learned and mercy CC should have implemented the scheme after seeking the opinion among the majority of members and also referring the appointed committee report. Let the Committee to study various economical and beneficial welfare scehems before the fund collection. More over there are various insurance and saving schemes for choosing the best ones.

6.The scheme is presently  intended for the members up to the age of 70 years. Instead It should be revised to 60years as the usual retirement age and the rest of 10years to be made optional. Members should have the right and own liberty to be the part of any welfare schemes or not and it should not be made mandatory. Because many members must be reluctant to receive the free fund.

7.Present scheme is limmited to the payment of maximum Rs.5 lakhs only. But the cost of living and standard of living in State to State in India varies. In such situation the declared amount would not suffice the members belonging to the higher cost of living areas. Inorder to solve this problem CC should delegate the power to all Chapters to implement all welfare schemes based on their capacity. But it should be under the guideline, assistance, support and control of CC only. As per the guidelines HO should distribute their share in each case and the rest of amount would be managed by the Chapters.

8.In this circumstance I humbly pray before the honourable CC to pass an order to collect the subscription alone for the timebeing and it should not be clubbed with any other collection.

9.We have more suggestions and opinions and at present our learned CC may be kind enough to freeze the declared benevolent fund collection and or extend the cut of date upto the end of December 2016. Awaiting your positive decision for the welfare of our members and thereby enable them to relax for the timebeing.

With warm regards and supports

Dear Sir,

1. The Kerala Chapter has paid the Benevolent Fund of ₹.10 Lakhs and the amount set aside by the IIISLA CC cannot be accepted. What is the alternative for the same?

2. Which Provision in the Surveyor Regulation makes the Benevolent Fund Mandatory.

3. IIISLA CC does not have the authority to insist Benevolent Fund as it is not mandatory. How can 120 people pass a resolution and insist Benevolent Fund when there are more than 8000 practicing surveyors are there in India.

4. IIISLA H.O., has a large amount of funds which is of no use for the surveyor community at present. Why can't the interest earned from the same be utilised as Benevolent Fund .

5.Most of the Members in Kerala Chapter has spend more than ₹.16,000/- for Seminar / Training Program and  at this juncture it is not possible pay Benevolent Fund along with membership fees. What is the alternative for the same?
