Dear All,
 
I thank all who have explained the role of Surveyor as for as assessment on Nett of Salvage basis is concerned and for the moral support to Mr. Arun and his family. But, as I had mentioned in my previous mail, the case is sub-judice and any particular discussion can be taken as a contempt of court.  So It is my humble request to all to stop discussion on the case for few days / till the fact is revealed. It will help Mr. Arun and other concerned. Since the credibility of not only Mr. Arun and few other of our colleagues but our Survey profession is on the stake, your cooperation will help us to get more eccentric on the issues.
 
On Punjab Chapter's request, IIISLA Centre Council has taken the cognizance of the case and we hope to hear from our President and Secretary, very shortly.

Dear SodhiJi,

I appreciate your concern and concur with your views. The info
shared so far on the message boards is available on the website of
various news papers and also online news editions of the local news
clubs. All one has to do is just type few words in the search bar of
the google or yahoo search engines.

The discussion is not to demean any one individual who is in
distress. But to alert the surveyors from all over India and also to
caution them in dealing with total loss claims in future. If one
goes thro the Chandigarh Sector News, even the FIR no. is provided and
also the relevant sections of IPC under which the police have regd.
the case and now investigating the crime. I have already provided
link to the URL in my other mail.

The very purpose of the group message boards is to share news, info
and knowledge that are of relevance to the profession and of interest
to the surveyors community. I also join you in requesting my
colleagues to be careful in what they write on the message boards.
And at the same time I have to mention that the Surveyors Group
Message Boards/Fora are for internal circulation, and for private
consumption from among the members of the closely held surveyors
community only.

Dear Friends,

It is very unfortunate that one of our colleagues has been falsely
implicated by the Chandigarh police.

Since years we are doing valuation of salvage, and claims are being
settled on cash loss/net of salvage basis.

As a surveyor it is our prime job/duty to assess the loss, and while
assessing the loss we have to assess the salvage value of the salvage
involved in the claim whether it is a salvage of motor vehicle or non
motor salvage.

We cannot run away from the situation by simply saying that in future
we will not settle the claims on cash loss/net of salvage basis. As a
surveyor, as a professional person, the salvage value of the property
has to be assessed and we have to give our expert opinion to the
insurance company which mode of settlement will be economically viable
as per policy guidelines.

As a surveyor we are doing our best to assess the value of the salvage
( how ever we are not being paid for it ), and we have faced no. of
problems while assessing the salvage value of the damaged vehicle.
At times the survey work of no. of surveyors has been stopped by the
insurance co’s because of the salvage value assessment management
system.
Since years the assessment of value of salvage is under question mark.
As there is no transparency at all.

The need of the hour is to devise a system, which should be
transparent, acceptable to all, strong enough, should be implemented in
Total while assessing the salvage value of the damaged vehicle.
Every body insurers, insured, local administration and police
authorities should know the system adopted for the valuation of the
salvage.

In the opinion of the undersigned the following measures should be
taken into consideration while assessing the salvage value of the
damaged vehicle:

1. The quotations should be invited for limited period only ( ie from x
date to x date ) and after the expiry of the ending date no quotations
should be accepted for the valuation of the salvage.
2. The quotations should be accepted from the registered buyers only,
the salvage buyers have done their KYC compliance, should be considered
as registered buyers.
3. All the quotations should be accepted by emails, registered post
only, no verbal quotations ( at any cost) should be accepted.
4. All the quotations should be for limited period only ( say for one
month- or what so ever should be fixed ) and after expiring of the same,
re valuation of the salvage should be done.
5. in case the veh is damaged more than the 80% ( x value) of the idv
should be disposed off as scrap without rc and the regn of the said veh
should be cancelled from the concerned authority and rc cancelled slip
should be attached with the claim file as well as should be saved in the
record of the surveyor.
6. The detail of the mail send to the registered buyers for valuation
of the salvage buyers should be enclosed with the survey report ( to
whom the mail sent ) and also should be saved in the record of the
surveyor.
7. Like wise the mails/ quotations received for the salvage should be
enclosed with the survey report and record should be saved.
8. The services of the websites providing online valuation of the
salvage can be obtained like one we are providing at
www.selectautomart.com to ensure transparent and best value of the
salvage.
9. The salvage valuation charges should be paid by the insurance
companies.
10. cautious approach should be taken while dealing with salvage
buyers/scrap dealers.
11. salvage buyers/scrap dealers of doubtful working culture should be
avoided while taking quotations from them.

We must learn a lesson from our brother surveyors , the problems faced
by them.
The trauma through which Arun Kumar and his family members are passing
through is very difficult to express.
We should build our systems so strong so that in future no one among us
should face the problem like this.
I will also request the committee members of the IIISLA to look into
this matter very seriously and by making a strong valuation assessment
system we should clear our stand can able to serve the society in a
better way.

Dear colleague surveyors,


It is really deplorable why our Institution committee and the senior Motor surveyors are not posting even a single mail though so much of water has flown with respect to the arrest of our colleague surveyor and in fact almost all the senior surveyors know Mr. Arun Kumar.


I would like to tell you in this occasion regarding one salvage loss survey done by me some 6-7 tears ago. One officer dealing with motor claims in a Regional Office wanted to sell the wreck at a much lower price than the prevailing market value to one salvage buyer, who was already there at the dealer's premises when I went for survey. And he compelled me to give a report accordingly. 

Of course In my final report I have clearly mentioned that the particular officer (even his name was mentioned) wanted me submit the report as per his wishes and the loss to be sustained by the Insurance Company. I have submitted the report to a higher official in R O clearly telling him what I have incorporated in the report and also mentioned him about the M V Act 55 as well. 

Now it is your guess what would have been the reaction of the Insurance Company for some Years.
