IN NORTH, IT IS A TREND TO SELL THE ACCIDENTAL VEHICLE ON NET OF SALVAGE BASIS [TOTAL LOSS LESS SALVAGE]. INTIALLY, SURVEYOR MAKES HIS REPORT ON TOTAL LOSS BASIS AND ALSO MENTIONS THE TENTATIVE SALVAGE VALUE. SURVEYOR SUBMITS HIS SURVEY REPORT. THEN AFTER U/W OFFICE SENT THE CLAIM FILE TO RO. RO MOTOR DEPTT EXPLORE THE SALVAGE VALUE AT THEIR END AND DECIDE UNOFFICIALLY TO SELL THE VEHICLE TO A PERTICULAR BUYER. INSURED RECEIVE THE PAYMENT FROM BUYER [KABARI] DIRECTLY. MOSTLY, IN THIS GAME, SURVEYOR HAS NO ROLE EXCEPT TO ARRANGE A MEETING WITH INSURED AND SO CALLED SALVAGE BUYER. INSURED HAND OVER VEHICLE WITH BLANK & SIGNED SELL LETTER [FORM 29 & 30]. SALVAGE BUYER FILLS THIS FORM IN FAVOUR OF THIRD PERSON ON BEHALF OF INSURED. IT IS A MAJOR MISTAKE AND CAUSE OF SUCH TYPE CRIME.

 

IN THIS GAME, SOME PERTICULAR RO OFFICIAL [WHO IS ON KEY POST] PLAYS VITAL ROLE TO DECIDE KABARI.HE HAS HIDDEN AGENDA. SURVEYORS ARE ONLY TOOLS BUT INSURED IS UNKNOWN ABOUT THIS GAME. HE KNOWS ONLY SURVEYOR.

 

ONE YEAR BEFORE, A VIGILENCE TEAM OF HO OF A PSU INSURERS ENQUIRED THE MATTER. IN THIS REGARD, I HAVE ALSO AN AUDIO CLIP OF A KABARI WHO IS TELLING THE ENTIRE STORY IN DETAIL WHICH CAN NOT PUBLIC DUE TO SOME LEGAL REASONS. IT CAN NOT RULE OUT THE ROLE OF ONE OR TWO SURVEYORS ONLY WHO ARE MOST LIKING OF SUCH TYPE OF OFFICERS. IN LKO, SOME SURVEYORS HAVE 'CASHLOSS EXPERT'

 

BEFORE SOME YEARS IT HAPPENED WITH A SENIOR SURVEYOR OF GORAKHPUR. DELHI POLICE LIFTED HIM AND MAIN CULPRIT [RO OFFICER RAISED HIAS HAND AND SAID THAT HE HAS NO ROLE]

 

I AM OPPOSING THIS TREND SINCE LAST THREE YEARS BUT NOW, TIME HAS COME TO RAISE THIS POINT WITH UNITY.

 

IIISLA NATIONAL COUNCIL SHOULD INTERVINE AND SHOULD DEMAND TO OPEN VIGILENCE REPORT OF THAT PSU.

 

 

HERE THIS POINT IS ALSO IMPORTANT THAT ONLY OIC BANNED NET OF SALVAGE AND SELLING THE SALVAGE IN PROPER MANNER. IT IS ALSO IMPORTANT THAT OIC GETTING MORE/PROPER SAVAGE VALUE.

Dear All

There were 42 stolen cars that are recovered in Meerut UP about a week back and many of these belonged to Chandigarh. Chandigarh senior police officer gave a statement that there is a gang involving, surveyors, insurance company officers, and salvage buyers and even repairers behind these thefts. In response to this Chandigarh surveyors held a meeting on Tuesday and resolved that they shall not make any claim on cash loss basis or net of salvage basis and they shall declare the vehicle on total loss basis only. 

Now it is informed that about five salvage buyers and repairers are caught, who have even given the names of some surveyors involved in such vehicles sold. The modes operandi of these people is that surveyor/insurance company officers inform that salvage buyers about the vehicle in claim and then a vehicle of that make and model is stolen and salvaged vehicle is purchased with documents. Chassis no of accidental vehicle is chaged on stolen vehicle and sold. 

It is further known that operating gang has multiple state links. Stolen vehicles are sold to different states also. Present information is that investigation are being done in UP, Chandigarh and Punjab. The surveyors who have assessed the claims in cash loss/net of salvage basis are under scrutiny. and the investigations may have a range of Punjab, Chandigarh, Delhi, Meerut and UP Towns like Kanpur, Lucknow, Allahabad, Varanasi and Gorakhpur etc.

Some information is already pouring in on this issue.  Few surveyors
from Punjab have been questionned and later taken into custody by
Delhi police.  I request some local surveyors from Punjab, Chandigarh
and Delhi to share more info & details with us.

It is funny that the cars are declared to have been stolen.
I have following doubts
- When police reports to have found stolen cars, it has to be on some owners' lodging police complaint in writing.
- Who are the complainants in reported case?
- Definitely not the insured who got his claim settled.
- If the cars ownership is transfered to the person who buys it with RC book is the rightful owner of the car.If he lodges a police complaint where is the surveyor's roll to be involved in theft case.He submits report to Insurers and on settlement of claim insurers are supposed to have accepted the report of surveyor.Both the surveyor & insurers have nothing to get involved after settlement of claim.If they do they do it in individual capacity only.In such case one can not conclude that the Insurer or surveyor are party to theft crime.It could be any one who has the knowledge of ownership of the stolen vehicle before theft that using the knowledge he can manupilate and organise the crime.It must have been a work of a gang.No individual can be so expert to manage all such things.Any car wether or not involved in accident can be stolen for that matter.
