Regarding allotment of claim jobs to Surveyors, this is prerogative under SMP of insurance companies under Regulation 21 of IRDAI (Amendment Regulations 2020) & do not fall under domain of IIISLA (all documents are available on public domain). However to regain faith of general members, my humble request to all the Office Bearers of elected as well as nominated IIISLA Punjab (and/or Zones/CC) to share their data of Five years of Survey jobs/No. of Claims, Survey Fee as per 26AS to all common members on common platform & show their integrity then matter should go to insurers for rotation of jobs.

After having gone through the contents of your email dated 18.07.2021 to the CRM, UIIC, Ludhiana and subsequent communications to members, it has been observed by North Zone, IIISLA and the Hon’ble President, Central Council, IIISLA that so-called mail and messages are uncalled for, unwarranted and unprovoked in the present matter of routine nature and thus, lack in professional maturity and coherence throwing to the winds all the democratic norms of protest. There doesn’t seem the need of any extreme haste in resorting to such practice and protest in the issue(s) which looks nasty and blown out of proportion on the behest of some disgruntled member at the profound cost of prestigious image of IIISLA as a whole, though whose issue of unruly misbehaviour with one of the officers of UIIC in already sub-judiced in the domain of IIISLA, HO.

As such, your communication to CRM, UIIC, Ludhiana is out of your domain and call for strike is ethical and professionally wrong and thus, we don’t endorse this harsh step in haste and advise you to immediately call off the strike which otherwise is likely to further damage the professional interest and relations of surveyors’ fraternity and the IIISLA as a whole.
 
Since, you have failed to take into confidence the North Zonal Office for any consensus or concurrence on the issue before resorting to extreme step in haste without adopting democratic norms, as all told; we don’t appreciate and endorse your immature action. Ours is an educational institute under the act. We also don’t appreciate the tone, tenor and language of communication to CRM, UIIC, Ludhiana. Any issue can be amicably sorted out or resolved across the table in a professional spirits.

As per as job rotation is concerned it is the common agenda of every Surveyor and I fully support the same. But it is very much pertinent to mention that this matter should be taken for all General Insurance Companies (Private & PSU) & for all departments. Targeting only company and specially aiming at one or two offices only gives reason to understand that it has been raised with a very much prejudiced mind.

The person writing these mails should be aware of the rank in Punjab Chapter (for which I personally have a great respect for the chair) he is holding and he should think twice before writing this mail whether he is writing with his own brain & mind or he is just a puppet in the hands of some ring masters.

You are our Chapter Chairman and respectable & you should be common for each & every Surveyor but your partiality can be seen clearly via your sent mail.

Before attacking on the pretext of level of Surveyor Licentiate, Associate, & Fellow it is better that you should have gone through the legal aspects of the Gazette notification.

You are putting a baseless allegation on an officer without any proof and also spoiling my image too. If not stopped & regretted immediately I will be forced to seek the doors of the court of law.

I still once again want to be in harmony with everybody and My request is not to force me to bring some major incidents for which I have got a series of stock of the highly illegal misdeeds and handling the claims in the past 8years. A very small examples, I am describing as under:-

1.     A case of loss assessment (Spot Survey) was marked to me for car No.PB-02-AV-0005, Mercedes S320/2008 from the Service Hub, The New India Assu. Co. Ltd., Ludhiana, whose market value was below than ten lacs and was insured for Rs.35,00,000/- lacs already with the intention & consent of some officials to settle the claim on Total Loss basis. I was deputed for the Spot survey and final Surveyor was appointed Mr. Yogesh Kochhar after that when it was pointed out by me that it is an Insurance with malafied intention the case was transferred to Mr. R. P. Bhasin who insisted me to change my spot survey as I had mentioned in my spot report that the case should be thoroughly investigated but to my surprise the claim was settled without paying me fee and my Spot survey fee is still hanging in the air for which I have already sent an E-mail to Insurance company for release of the respective fee. In support of this version I have additional solid proof also which I will disclose at the right time.

2.     In addition to this I am going to disclose the full episode of Srinagar Flood claims of Sep-2014 where in the claims were conducted without physical inspection by Mr. R. P. Bhasin.

Even most of the claims in Ludhiana have been attended without physical inspection but Mr. Rishi Bhasin pasting the selfie on the photographs which is a series act of fraudulent approach.(For Example vehicle No.PB-10-FT-7866, Case of The India Assu. Co. Ltd., Maruti Insurance Claim)

3.     These incidents are only tip of the ice-burg where as many more misdeeds are lying with me with recorded proof As so many surveys were carried by Mr. R. P. Bhasin while physically he was out of India.

 

My suggestion and request to all the Surveyors to have ears and eyes opened and don’t follow blindly to the self styled leaders who have not taken permission from their higher office of IIISLA OR taken them into confidence to follow the proper protocol.

2.   No step taken for the pending empanelment of Surveyors waiting for more than 3years.

3.    No action plan/enquiry marked against the officers of MTD, RO, Ludhiana and Service Hub, LDHRO who marked claims of Associate/Fellow level to Licentiate surveyors. 7 detected cases already forwarded to you with all the claim details.

4. Your officer Mr HR Sharma, RM is not divulging the empanelment details of Mr Ravish Talwar who is reported to have handled cases to the level of Fellowship to our organisation. Please note that IIISLA and its officials can ask for the details as empanelment is based on the membership issued by IIISLA. Please refer to SMP guidelines. But your officer is avoiding the issue for the reasons best known to him. His proximity with Mr Ravish Talwar is well known to everyone.

5.   Your service hub incharge is not forwarding a copy of survey report of Mr. Naman Sharma whose complainant is pending with IIISLA thus the officer is creating obstruction in the way of IIISLA officials to discharge their duty.

        It is really unfortunate to say that matter has hanging in balance for the months together and you have simply put the matter at the back burner. In the recent meeting held on 16/7/2021 with Punjab Unit Officials, it is reported that there is a growing unrest amongst members and are demanding to initiate a Total Strike/ Sine-die against UIIC. I request your good self to take up the matter immediately and resolve the issues under intimation to Punjab Chapter on or before 20/07/2021. Punjab Chapter Management believes in resolving the issue through dialogue, if dialogue fails then Punjab Chapter shall have to initiate an agitation to draw the attention of officers concerned towards the cited issues.
