MINUTES OF THE MEETING HELD ON DATED 22.07.2021 IN THE REGIONAL OFFICE, UIIC, LUDHIANA
1. On having received the specific communication from Mr. inderpal Singh, Chairman, Punjab Chapter on dated 20.07.2021 to North Zone Chairman Mr. Krishan Sidhar, a meeting was fixed for dated 22.07.2021 with CRM, UIIC, Ludhiana for resolving the routine issues of Members as contained in mail dated 18.07.2021 sent by Mr. Inderpal Singh, and also in reply to that mail from the CRM dated 20.07.2021;
2. Mr. Inderpal Singh, later on, falsely communicated to CRM that Mr. K. Sidhar would not join the meeting and he would only handle it at his own. And, he also communicated his changed stance thereafter to Mr. Sidhar that he need not to come without clarifying him the reason thereto. However, before this sudden volte-face, Mr. Rahul Jadhav, President, IIILSA, had already given instruction to North Zone, Chairman & also to Vice Chairman on 21.07.2021 with the clear advice to join the scheduled meeting on 22.07.2021 for updating the outcome to IIISLA, HO;
3. Accordingly, a meeting on 22.07.2021 on the matter was held between the IIISLA Officials and UIIC Officials at R.O. Ludhiana. In the meeting, Mr. Krishan Sidhar, North Zone, Chairman, Mr. UPS Sachdeva, North Zone, Vice Chairman and Mr. R.K. Khetarpal, Chairman, Haryana Chapter being observer, Mr. A.P.S. Virk, Secretary, Haryana Chapter (observer) from IIISLA and Mr. UPS Gujral, worthy CRM & Mr. Daleep Kumar worthy R.M. from UIIC were present in the meeting. The representatives from Punjab Chapter were conspicuous by their deliberate absence till that time;
4. Mr. U.P.S. Gujral, CRM welcomed the delegates from IIISLA. The meeting, after having awaited the representatives from Punjab Chapter, when none came to sit, started at 3.50 P.M. Mr. Gujral, CRM, UIIC categorically stated the appalling behavior and unruly scene so created by Mr. Inderpal Singh half an hour before this meeting did start. Mr. Gujral was annoyed with Punjab Chapter Officials for sending and circulating an unprofessional mail dated 18.07.2021 which was lacking in common decency. He further stated that at 3.15 P.M. after knowing that the delegates from IIISLA had come outside, He called . At the first moment, Mr. UPS Sachdeva took the seat before him but no body from the other members came inside. But, after around 10 minutes, Mr. Inderpal Singh came and sat before the CRM. He then started directing the CRM that Punjab Chapter has an independent identity itself and has no connection with IIISLA, North Zone or IIIISLA H.O. He further demanded unceremoniously to send Mr. UPS Sachdeva from Chamber of CRM, only then, the meeting can be started with other members. On this, Mr. Gujral requested him that all of you are from august body IIISLA and that he has received a mail from Mr. Rahul Jadhav, President, IIISLA confirming that Mr. K. Sidhar and Mr. U.P.S. Sachdeva as delegates from IIISLA shall be attending the meeting along with the other members . Moreover, Mr. Sidhar had fixed the time of meeting with him. At this, Mr. Inderpal Singh abruptly said that he and his team have no connection with these so-called delegates and their higher-ups and more so, Mr. Rahul Jadhav is going to retire very soon;
5. Worthy CRM tried to pacify Mr. Inderpal Singh that IIISLA is an institute recognised by IRDAI and your President, IIISLA had conveyed this message in clear terms. But, Mr. Inderpal Singh reluctantly insisted to send Mr. Sachdeva out from the room. The meeting can only be held subsequent his ouster. In the meantime, Mr. G.S. Sohal entered the room and took Mr. Inderpal Singh outside. It was observed that the mobile speaker was kept on during this episode and the persons outside were clearly hearing this conversation;
6. On this perplexing situation created by Mr. Inderpal Singh and his team, worthy CRM telephoned Mr. Jadhav, President, IIISLA and told him the situation prevailing in the office. After some time, Mr. Inderapal Singh again entered the Chamber and again dictated worthy CRM vehemently to direct Mr. Sachdeva to leave the room. Despite this unruly behavior of Mr. Inderpal Singh in front of the RO officials, Mr, Sachdeva tried to pacify that they were deputed by H.O. for keeping the dialogue in healthy and harmonious atmosphere; more over he is also a member in Punjab CHAPTER surveyors.
7. But, Mr. Inderpal Singh was adamant and told the CRM in clear terms that if the RO officials want to hold the meeting with representatives of Punjab Chapter, no outside person either from North Zone or IIISLA HO should be inside the chamber except his local team, otherwise, they were not interested to start the meeting. Again, Mr. G.S. Sohal entered the Chamber and rudely told that the said meeting would solely be for Punjab Chapter members and the so-called delegates shall have to leave the chamber. At this worthy CRM again requested that meeting can only be held once and if they desire thay are free to go, and then both Mr. Sohal and Mr. Inderpal Singh left the venue. The whole episode was also being observed by Regional Manager Mr. Daleep Kumar.
8. It was also revealed by the UIIC Officers that after going from the venue, Mr. Bhasin called the CRM over phone and again sought time for meeting. Worthy CRM initially refused and advised him to come in this meeting only if he really desires as meeting cannot be conducted for separately and also conveyed to him that there is a mail from Mr. Rahul Jadhav, President, IIISLA and time for meeting was fixed with North Zone Chairman Mr. Sidhar but Mr. Bhasin again told him that he does not recognize anybody. Mr. Jadhav is going to retire on 27th of this month. And, he sought separate time for his members of Punjab Team individually.
9. In the meeting Mr. K. Sidhar, Chairman North Zone requested that any of issues can be amicably sorted out across the table in a cordial atmosphere with harmonious industrial relations. Worthy CRM, UIIC told that he had already sent a mail regarding the resolution.
10. Mr. Daleep Kumar worthy RM, UIIC also reiterated the whole unfortunate episode and showed his annoyance on the blatantly stubborn (amateurish) and unruly conduct of Mr. Inderpal Singh. Mr. K. Sidhar told him that a suitable advisory to mend the ways shall be given, and this grave matter shall be brought in the notice of HO IIISLA. The meeting between us and the officials from UIIC was in cordial manner though the role of Punjab Chapter was depressing against the dignity of IIISLA as a whole.
