"Can't Run 16 bit Windows Program" error

I often experience a "Can't Run 16 bit Windows Program" when downloading
and running setup packages created with InstallShield on my Windows NT
workstation..

This error is listed in the Installshield Knowledge Base at
http://support.installshield.com and says that the problem is caused by
long file names not supported on NT for service packs earlier than SP3.
I have installed the latest SP6a so I should have LFN support

Another web site claims that this problem is the result of using
outdated dlls:

Again, the SP6a update should take care of this.
Can anyone tell me why and how to eliminate this problem that only seems
to occur with InstallShield setups?
