prevent uninstall if install is not finished

I've just started to work on installshield... after few tests, I figured out that an error occurs if uninstall is executed before installation is finished. I know this sounds odd.... however, testing teams on my company tested this way...
is there anyway I can prevent uninstallation if installation is ongoing? I use customdialogs and tried my own script. But have no idea where and how i can prevent uninstallation if installation.exe is running. I've search through Disable(Logging); and more on.... But I don't think that's what I should be looking for...
