Transform path/base could not be found

I have an setup in three different languages. I've got a report back from
somebody trying to install it that they've been getting the error message:

'Transform path/base could not be found'

whenever they try to install the product (on several machines). Could anyone
tell me why this might be and what I can do to resolve it. I've only tested
it on English versions of Windows and I'm able to install any of the
language versions. They are using a German machine. Could this be the
problem?

Do they have all the .mst files with the .msi? Maybe they are using
the .msi alone... The transforms (.mst files) include the localized
dialogs.

Stefan,

I identified what was causing the problem but do not understand why it was
a problem. I rebuilt the project from scratch and kept testing it and it
worked fine up until the point when I updated the Template Summary field
with the languages I wanted supported. In the end I left it blank and it
works. I think it might be a bug as I created a little test project to find
out what was wrong and when I added the languages I wanted supported to that
it still worked okay.

Any suggestions?
