Win2000 cannot build-up Install package for "One Click" on "Add/New Program"?

Dear all:
I use these environment:
Platform:Win2000 Advance Server
Version:Install Shield v6.22 (for testing myself)
after i build media and install on the machine, I cannot "UNINSTALL" from
"Add/Remove Program".
but i move these related material and script of IS to NT4.0 or win98 series,
and rebuild media on this platform again, I can do it after install the same
package. Why?
Can anyone solve this problem for me? Is this a bug contain in v6.22??
