Can't download commandlinetools.exe from ftp.installshield.com

I try to find commandlinetools.exe for the automatic media build. I'm using
IS5.0 B221.
The link ftp://ftp.installshield.com/is5/is5.0commandlinetools.exe doens't
work (I tried ftp://ftp.installshield.com/is5/is5.0/commandlinetools.exe)
It is referenced from http://www.installsite.org/ispt_compile.htm and
http://www.installsite.org/ispt_automat.htm .
