Unable to fid installation langusge error

when I try to build a default media I got the following error:

setup is unable to find installation languages in
c:\\ ... \setup.lid
error 105

yet, when I build instead of a default media a media with a different name
everything works fine.

why is it?

the setup.lid file says as follows:

[Languages]
key0=0009
Default=
count=1
