problem with compiling setup.rul that has include file by command line

i want to compile and build my install project by batch file (command line
compiler and isbuild)

but i have some include files in my setup.rul file and when i want to
compile it i got error message

that cannot open include file.

i want to know how i can tell compiler where is the include files

in addition installshild include files.

i cann't pass to compiler to parameters of -i that says the include

file location.
