"Security Certificate"?

I've got install shield setup.exe launching from within an HTML page ("Click
to Install"), but I'm kicked back with a Security Warning:

The publisher cannot be determined due to the problems below:
The object to be verified is unknown to the Trust Provider.

If I click for more info, I'm told the software doesn't have a certificate.
How do I set on up under IS 5.1 Pro?
