response file with silent install

I want to install the sybase ASE11.5.1 which is created by is3 in
silent-mode on NT server 4.0,I use "setup -r" and get setup.iss,but the file
is not integrate,it's just have "silent header" and "application header",and
has no "dialog sequence" and "dialog data",so i can't use "setup -s" to
install sybase in silent-mode.
This is the misshapen setup.iss that i got:
