Error 1931 on Win2000 - Using Any OS Setting

Hello All,

We are using IS Express 3.0 to install a VB app on client PCs via CDs. The
target platforms are 95/98/NT/ME/Win2000.

On the Win 2000 PCs we are getting Error 1931 - "The Windows Installer
service cannot update the system file C:\WINDOWS\...\ODBC32.DLL because the
file is protected by Windows. You may need to update your operating system
for this program to work correctly." We get this error on 3 files,
ODBC32.DLL, scrrun.dll, and MSADO15.DLL. We are using the "Any OS" setting
within the Requirements section.

Some of the previous posting I have read concerning Error 1931 say to use
the "Any OS" setting. However, that has not worked for us. Any suggestions
would be appreciated.

This is an OS thing. Microsoft changed things in win 2000 (FINALLY!) so that
components they deem to be system components can only be updated via system
updates. This is the way it should be (it prevents installers from putting in
older versions that don't work right or newer versions that may cause
system-wide problems. You installer is trying to install newer versions on these
machines, and the installer realizes it can't update these items.

The only way I can think around the error (which isn't that much of a problem,
unless you reallly really need the later versions of these files) is to build
your installer with the standard win 2000 versions of these files (not including
service packs).

Yep, it is the way things should be. I agree. I just wish I didn't have to
migrate our installation to a 2000 PC. No telling what problems that will
cause on 95/98/ME/NT PCs. We have seen some development problems on 2000
with our app.

Maybe I will look some more for a quite mode of installing those files
within IS Express 3.0.
