Attemping to Force Users to Reboot machines in InstallShield 9.0

Can someone give me an example of how to force a reboot before
installing or updating when the Installshield App runs the 1st time
in?

Users are running into resource issues and file locks.

I am using InstallScript(non MSI) and the Version I have available is
9.0

Has anyone done this before by scripting it to an initial pre-install
function?

I was thinking possibly in OnInstalling Function and I added an
external function, but it does not seem to fire. Any ideas or examples
would really be appreciated....
