Inspekt 0.3.1 now available (no PEAR yet)

I'm having issues getting the PEAR channel to update correctly, so
that's not really working out great right now (*grrr*).

Primary change with this release is the drop of $_SESSION caging. You
should no longer have problems with Inspekt interfering with sessions.
