Please find attached herewith the legal opinion regarding the request for installation of a private Electric Vehicle (EV) charging point in a member’s designated parking space.
The opinion examines the applicable Government circulars, safety advisories and regulatory framework and concludes that the Society ought to grant the No Objection Certificate (NOC), subject to compliance with prescribed safety norms and reasonable conditions to safeguard the Society’s infrastructure and interests.
We request the Managing Committee to kindly peruse the same and consider the recommendations while taking a decision on the matter.

Thank you for your letter requesting an EV connection at your parking spot. We appreciate your interest in adopting eco-friendly and sustainable transportation.
We're actively working on implementing and regulating EV charging infrastructure in our society. We're drafting detailed guidelines and safety norms in consultation with legal, fire, and safety experts to ensure compliance full compliance with applicable laws and safety for all members.
The Society is required to assess electrical capacity, common area impact, and safety clearances to ensure that no risk or inconvenience is caused to other residents
We'll communicate the guidelines requirements and installation process once they're finalized and approved. The Process will take around some time, since it involves consultations with government bodies and other legal departments . Your patience and cooperation are greatly appreciated.
This approach is being adopted to ensure a uniform policy for all members and to avoid ad-hoc installations which may later create operational or safety concerns.
As mentioned in our earlier email, the Society has already made common EV charging provision at LG -1 available which you can avail of the facility immediately for your convenience. The society is also in talks with M/s Adani for installation of high speed chargers for the benefit of all the Members.

Thank you for your email regarding my request for an EV charging connection at my designated parking spot.
I appreciate that the Society is working towards a uniform EV charging policy and that a common EV charging facility is already available at LG‑1. However, I would like to place on record that the regulatory framework/guidelines for permitting private EV charging in residential premises already exist, and therefore an open‑ended timeline for finalising internal guidelines should not result in an indefinite deferral of my request.
The Government of Maharashtra circular/guidelines on issuance of NOC for private EV chargers within society premises (Nov 2022) states that a housing society/RWA should grant NOC within 7 days from the date of application, subject to the applicant adhering to the Chief Electrical Inspector (CEI), Government of Maharashtra Safety Advisory/SOP.
The CEI Safety Advisory / SOP already sets out the technical and safety requirements for EV charging installations in multi‑storey residential buildings.
The Ministry of Power (GoI) “Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure‑2024” expressly apply to EV charging infrastructure located in private parking spaces and Group Housing Societies, and reiterate that setting up EV charging is a de‑licensed activity, subject to safety and electricity rules.
In light of the above, while the Society may certainly implement a uniform policy and reasonable safety conditions, my application should be processed under the existing framework rather than being kept pending for an indefinite period.
To facilitate immediate processing, I confirm the following:
The charger proposed is for private, non‑commercial use at my designated/allotted parking.
Installation will be through a licensed electrical contractor, strictly as per CEI SOP and applicable safety standards.
I will bear all costs for equipment, cabling, civil work (if any), load augmentation, metering, and restoration of any affected area.
I am willing to submit all documentation (layout/cable routing, EVSE specifications, contractor details, load requirement) and sign undertakings/indemnities required by the Society.
Accordingly, I request the Society to please confirm in writing:
A. Decision timeline on my application:
Kindly issue the NOC (subject to CEI SOP compliance and reasonable conditions) within 7 days of my application dated [9th feb 2026] (or in any case within 7 days from this email), as contemplated under the Maharashtra circular/guidelines.
OR
B. If the Society believes it cannot grant NOC immediately for objective reasons:
Please provide, by [24th Feb], a written response setting out:
the specific safety/technical deficiency or capacity issue (if any),
the exact additional requirements from my end, and
a definite date by which the Society will issue the NOC/permission after compliance.
C. Timeline for Society’s broader EV policy:
Separately, please confirm a target date (dd/mm/yyyy) by which the Society’s EV policy/guidelines will be finalised and circulated, and whether my application will be processed in parallel under the existing Government framework.
While I acknowledge the availability of common chargers at LG‑1 and the Society’s discussions for high‑speed chargers, my request for a private charger at my designated parking is driven by practical home‑charging requirements and should be decided as per applicable guidelines.

This is not acceptable.
My initial request for permission / NOC to install a private EV charging point at my designated parking space was made on 09 Feb 2026. In your email dated 20 March 2026, you had stated you would revert “by Sunday & close.” Instead, your email of 23 March 2026 now indicates that the Society’s study and internal process will take “about a month” and provides no definite date for a decision.
As you are aware, there are existing Government guidelines / SOPs for permitting private EV charging within society premises, including timelines for issuing permissions/NOC subject to compliance with safety requirements (CEI SOP, electrical/fire safety norms, load assessment, etc.). A blanket or open‑ended deferral pending “policy finalisation” is not aligned with the intent of these guidelines, particularly when the applicant is willing to comply with all safety and installation requirements.
To be clear: I am not requesting an ad‑hoc installation. I am requesting a standard permission/NOC subject to objective safety conditions (licensed contractor, protection devices, earthing, cable routing, testing/commissioning, metering, restoration, etc.), which can be uniformly applied to all members.
I also understand that other members have already installed personal EV chargers in their designated parking spaces. If that is correct, I fail to understand why my request is being selectively stalled.
Kindly confirm, within 3 working days, whether any such personal EV chargers have been approved/installed in the Society and, if yes, please share:
The Society must apply consistent, non‑arbitrary standards to all members.

While I acknowledge the common EV charging facility at LG‑1 and your discussions with Adani for high‑speed chargers, that does not negate an individual member’s request for private charging at their designated parking, subject to compliance and safety.
We expect the Society to follow the laid‑down laws/guidelines and process this request in a time‑bound manner. I am making every effort to remain cordial and resolve this internally; however, if I do not receive a dated, written timeline and a clear decision within the above timeframes, I will be constrained to seek guidance / intervention from the appropriate competent authorities.

Dear Mr. Anand Piera and Management Committee,
It is wonderful news that residents will now be allowed to install EV chargers in their own parking spaces. We truly appreciate this progressive step taken by the committee.
Until now, we were somehow managing by charging our vehicle at our old residence. Although we sold the house and moved out over two months ago, the current residents were kind enough to continue accommodating us temporarily.
However, it is now becoming increasingly difficult to travel there regularly for charging, and we would sincerely request permission and guidance to shift the charger to our designated parking space at the earliest.
We have been waiting since February and would be grateful if the process could kindly be expedited. Please let us know the formalities or steps required from our end to move this forward.
