Dear all, I am writing in extreme grief and anguish. How IHI and all human rights networks should respond and raise our voices to condemn these massive brutal attacks on shrines and other public spaces. Continuous security alerts and threats of motivated targeted attacks are causing severe unrest and uncertainty amongst citizens across Pakistan. Can we plan any protest together? What should we do keeping in mind the security situation?

Just to understand one critical aspect of the whole action, here I reproduce an excerpt from my latest piece on the topic. 

 

 

سائبر کرائمز قانون کے تحت کاروائی کے حوالے سے ریاستی اداروں میں بھی رسہ کشی جاری ہے ۔ اسلام آباد کے باخبر حلقوں میں کچھ دنوں سے یہ خبریں زیر گردش تھی کہ ایک حساس ادارہ ایف آئی اے کی بجائے سائبر کرائمز بل کے تحت کاروائی کرنے کا اختیار حاصل کرنے کی درپے ھے ۔ حالیہ چھاپوں کے پیچھے بھی اس ادارے کی چھاپ نظر آرہی ہے۔  پیشہ وارانہ رقابت اپنی جگہ مگر قومی سلامتی کے حوالے سے دونوں ادارواں کی سوچ میں فرق ہے ۔ ایک خالصتا سویلین ادارے کی حیثت سے ایف آئی اے کا اپروچ بہت وسیع اور لبرل ہے ۔ اور آئین اور قانون کے دائرے میں رہ کر کام کرنے کا عادی ہے۔ اس وجہ سے ایف آئ اے کی جانب سے گرفتاریوں میں پس و پیش کے پیش نظر ایک حساس ادارے نے ازخود کاروائی کی ہے ۔ قابعن نافذ کرنے والے ادارے کی نسبت کسی اور ادارے کی جانب سے کی گی گرفتاریوں کی قانونی حیثت بھی مشکوک ھوگی ہے ۔ قانونی سقم دور کرنے کیئے مذکورہ ادارہ سرگرم عمل ہے۔ اس ضمن میں وزارت داخلہ سخت دباوُ کا شکار ہے۔

The problem is the families of the disappeared bloggers/social media activists are not allowing us to hold demonstrations. Now we know that Salman’s disappearance is a not a one off incident but a very well-coordinated operation. May be, we can hold demonstrations against this operation instead of demanding recovery of one activist, we demand an end to the hounding of these activists. "While the subject case is sub judice, please do not hold any demonstrations at all – they can be construed as Contempt of Court and also as an attempt to pressurize the court (both are illegal acts)."

UPDATE - FYI:

 

A 2-member Bench of the SCP, headed by the Honourable CJP, held the first hearing after taking suo moto notice today at 9:30 a.m. sharp.

 

The spouse of the A.S.Judge, Maheen Zafar, was present - she requested further time to hire a defence lawyer.

 

The minor girl was not produced in court - the ICT police/administration pleaded ignorance of her whereabouts - she has "disappeared" from the govt. women's shelter.

 

Our petition was admitted and was clubbed together with the suo moto case hearings.

 

The two counsels (Adv. Asma Jahangir & J.(r.) Tariq Mahmood) were given time to append additional reference materials, data and information with our petition.

 

The public was asked to assist the court with any additional information available.

 

The ICT admin was instructed to ensure the presence of the AC/ICT, Ms. Nisha Ishtiaq at the next hearing.

 

The CJP ordered that a new Medico-Legal examination be carried out ASAP at PIMS.

 

Two new claimants of the girl's parentage came forward - their DNA testing was ordered.

 

The next hearing is on Wednesday, 11 January 2017, at 9:30 a.m. - Courtroom # 1, SCP.

Original CNIC is required for SCP entry.

Thank you for taking the initiative...


Since last night we are all in a state of shock, grief and anguish that a Sufi saint like Laal Shahbaz Qalandar - who preached and practised only peace and love for all - could be so brutally targeted and attacked - with such a huge loss of life and injuries....


We need to ask the Int.Min: "SO THERE IS NO TRACE OF DAAISH IN PAKISTAN - RIGHT???"


Re. planning Isbd demo/vigil, etc. - I must inform you that the ICT Admin. is not permitting any gatherings for the time being at public places in ICT, due to a very credible security threat, specifically targeting ICT.


The only designated location for demos/rallies - i.e. after obtaining permission/NOC - is the new parade ground near the Pakistan Monument at Shakarparrian.

That is probably very inconvenient - esp. as there is no public transport available to & from the ground.


However, nothing stops us from drafting a statement articulating our feelings, views and demands re. sins of commission and omission by Govt and State institutions - and also raising this issue at all our meetings, seminars, conferences, book launches, melas, LitFests, training sessions, field visits, research work, etc. etc.

Press release 

HRCP demands across-the-board action against terrorists

 

Lahore, February 17: Strongly condemning the Sehwan Sharif suicide bombing and a series of terrorist attacks in the country over the last few days, the Human Rights Commission of Pakistan (HRCP) has demanded decisive crackdown on all manifestations of violence, especially in the name of faith.

In a statement issued on Friday, the Commission said: “HRCP is saddened and greatly alarmed by a renewed wave of deadly attacks, the latest of which on Thursday evening took a heavy toll on human life at the Lal Shahbaz Qalander shrine at Sehwan Sharif.

“Unfortunately, we have been at similar junctures in our recent history. Perhaps things would have been different if the pledges made to crack down on all forms of hate speech and violence, on the basis of faith on those previous occasions, had been honoured.

“Irrespective of where the attackers blowing themselves up or pulling the trigger come from, assaults in rapid succession cannot take place without local support and facilitation networks. The people are justified in asking all those tasked with their safety and security what steps had been taken to preempt such violence and why they have not succeeded.

“As we mourn these latest victims of ideologies of hate, we are once again asking our children to undergo security trainings in their schools. No longer must the policy makers remain indifferent to non-implementation or selective pursuit of various aspects of the National Action Plan (NAP) on counter-terrorism. HRCP urges the state to use all the resources at its disposal for across-the-board and decisive action against the perpetrators of these inhuman crimes. It is important that no exception is made while proceeding against those promoting violence or discrimination in the name of faith. While we do not have the expertise to advise on security matters, it is obvious that relying solely on the military and paramilitary forces will not yield results without enhancing the policing and intelligence gathering capabilities of civilian forces.

“If these attacks are concluded to have a cross-border dimension, all efforts must be made to collaborate with neighbouring countries to pursue the mischief makers in order to deny sanctuary to them.”

Agree with Tahira and others. However, would suggest that we put our heads together to come up with some way to demonstrate protest in a way that will be more acceptable to other people (silent minority ?) who for what ever reason are not able or willing to come out for demonstrations and do not attend the kind of seminars etc that most of us do. This will of course mean reaching out to people who are not in our groups. Bumper stickers ? black bands ?  social media ? Petitions like Change.org ?

That is probably very inconvenient - esp. as there is no public transport available to & from the ground.


However, nothing stops us from drafting a statement articulating our feelings, views and demands re. sins of commission and omission by Govt and State institutions - and also raising this issue at all our meetings, seminars, conferences, book launches, melas, LitFests, training sessions, field visits, research work, etc. etc.

Dear all, I am writing in extreme grief and anguish. How IHI and all human rights networks should respond and raise our voices to condemn these massive brutal attacks on shrines and other public spaces. Continuous security alerts and threats of motivated targeted attacks are causing severe unrest and uncertainty amongst citizens across Pakistan. Can we plan any protest together? What should we do keeping in mind the security situation?

I agree, we must condemn these latest atrocities, especially the horrific attack on peaceful citizens in Sehwan. But whatever else we do, the press statement must also stress that no attention is being given to launching a counter narrative in the country, which is just as important as any military or police action. Instead we see that government schools continue to promote religiosity. I was shown a board in a Government school in G 8 that negates Quaid-e-Azam's 11 August speech, saying that he in fact wanted an Islamic state where all law and actions would be governed exclusively by 'Islam'.
Nor are we doing anything to curb hate speech. The Courts bans Valentine Day but takes no action against against those propagating murder!
We are also not doing enough to build regional support to together fight this cancer.
