Another Case of Gang Rape ordered by Panchayat in Jatoi (District Muzaffargarh)

Dear Women Rights Activists,

 

As we are already discussing the surge in VAW cases in Pakistan, here is a case that has not been reported in the mainstream media.

 

I would like to bring another case of gang rape done on the orders of a panchayat/jirga in Mukhtar Mai’s area (Tehsil Jatoi, District Muzaffargarh). Then there was another case of Amina, who committed suicide in front of the Mir Hazar Khan Police Station. She had self-immolated. This is the third case registered in the same police station, and the woman is facing same situation. The victim has done everything possible – written applications to Chief Justice Supreme Court of Pakistan, Lahore High Court, Chief Minister Punjab, IG and Additional IG Punjab, DPO Muzaffargarh, and media persons. Her story has been covered in many Urdu newspapers published from Multan. However, nothing came out of it. The actual incident is as follows:

 

The Kehl family registered a case against the male members of Bachal Mai’s family in Mir Hazar Police Station. Bachal Mai claims that it was a fake case to create problems for them. Bachal Mai tried to solve this case by going to the Kehl’s house. She was accompanied by her husband and other male members of the family. The elders of the Kehl family (Ghulam Mustafa Kehl, and Ataullah Kehl) stopped all others, and asked Mai Bachal to get in. Inside their house, Ghulam Mustafa (being the head of the Panchayat/Jirga) announced the decision that Bachal Mai should be raped. The decision was immediately implemented, and she was thrown out without any clothes.

 

She went to register a case. However, the police registered a case of attempted rape instead of gang rape. The very next day they arrested Mai Bachal’s brother, and brother in law. They were kept in a private cell for 17 days, and tortured mercilessly. None of the accused have been arrested so far. The FIR was registered on 29^th January 2016.

 

The only institution that Mai has not contacted so far is Punjab Commission on the Status of Women. We have forwarded this case to them. However, we need support and guidance to deal with this case. It is a far off place where no transport was available. One of our female staff member has met with Mai Bachal to confirm, and we have a copy of the FIR with us though it is really difficult to read it. She claims that her Medico Legal Report has also been tempered with.

 

As this particular police station has been repeatedly found indulging in such anti-women practices, it is necessary to get it cleansed of such elements. Mai Bachal should not become another Amina.

Greetings

 

Hope everyone is doing well.

 

This is the time of the year where EVAWG Co-Chair elections take place. The new Co-Chair will be taking on responsibility/position from July 2016.

 

Taking this opportunity I would like to thank my Co Chair Ms. Rabea Hadi for her support and guidance and teamwork.

 

I would like to thank members for  putting their trust and confidence in me as Co-Chair of EVAWG alliance. It was a learning process for me and I am grateful to all the members for making it a reflective journey.

 

 

For elections it is stated in the strategy that the Election Committee has to be constituted 3 weeks prior to the elections.

 

The Role of the Committee will be:

• Members’ list verifications and circulation to members and finalisation of the voter’s list. (Confirmed email addresses attached)
• Confirmation of members’ participation in the elections
• Election logistics
• Conducting the elections from 24^th- 25^th June 2016.
• Election observations
• Counting votes and announcement of the winner
• Addressing disputes and grievances regarding elections
• In case of tie arrange for the appropriate process for election on the same day or re-election.
• De-briefing the elections process and documenting any learnings from the process.(added from last experience)

 

Members are now requested to send nominations for the Election Committee. Nominations can be shared latest by 11^thJune 2016.

 

The elections will be conducted through the 3 members Independent Election Committee (IEC).

Dear Friends,

 

This is to update you on the case I shared.

 

We had shared this case with PCSW, and Sameena Nazir (PODA) also forwarded this email to chairperson PCSW. She has informed us that they were already knew about this case, and were working on it. PCSW sent a lawyer to take stock of the situation. The lawyer visited the complainant as well as the local police. The lawyer found some weaknesses in the account of the complainant. The latest situation is that they are waiting for the DNA report to proceed further. I will update you as soon as I get more information.
