The book Indian Kavya Literature: The bold style (Śaktibhadra to Dhanapala) states that there are references that Indian people have been singing and quoting this since 11th century, which means that, it is known much earlier than that date. It is debatable if Pushpadanta was the author or a Gandharva is really the author of this. For me, it sure appeals. I think if you listen to the mesmerizing melody of the tune and the richness of the words used to compose it surely make it one of the finest stotras praising Mahadev. It makes sense to believe such a high quality melodious song is possible only by the masters of singing - the Gandharvas. After all, the phrase Gana Gandharva came from their exceptional ability in that.
Shastras, Vedas, Tantra and Agams (excluding sabar Grantha) are full of literally millions of stotras dedicated to Shiva. For stotras and which one shall you recite depends firstly on your comfort level with Sanskrit. There are easy ones and super tongue twisters also, there are lacs of Asthaks, Shatnams, Sahastranams and Powerful Vedic and Tantric Mantras, Sooktas etc. But remember though Tantrik and Vedic Sooktas Mantras are definitely very powerful but they can not be chanted by those who have not got there Yagnopaveet Done and there must be a guru too who teaches how to chant them.
Now Shivas worship or his bhakti is natural so those who have not got guru or Yagnopaveet, what shall they do ? well dear look for a guru, you require two things for that, to search a Gyani shaiwa who knows how to give deeksha and most importantly sacrifice your EGO, to cut down your EGO completely before Guru is required requirement,so Guru can transfer subtle gyan and energies even without you knowing about it, where EGO would held you back to Mundane dirt.
Now as per my experience greatest is Rudrashtadhyai of Yajur Veda consisting of Eight Chapters + shanti + swasti adhyay which are exclusively dedicated to Shreeman Maha Rudra only, the longest greatest Shiva Poojan is exclusively done by this Greatest Eulogy in All Vedas, This is Longest eulogy for any single God Head ever in any Shastra. In Rudra or Rudradhyay, two adhyay are most prominent are Fifth Adhyay which consists of 66 shlokas and known as Namakam, because here Namah is the base of the Sookta, than Eighth Adhyay Known as Chamakam because it uses mantra Cha, May, all through out. But as said either you invite brahmins for Rudrabhishekam or get your Yagnopaveet Done and Learn from Shaiwa Gyani Guru how to pronounce it properly, Yes Vedas stotras mantras has particular Tone Meter level etc for each Adhyay that shall be known to the doer and you do not ever Play with Vedic and Tantric Mantras Shlokas.
For those who have not got guru or Yagnopaveet, shall still ask from from Guru yet they can by bhakti learn and chant any stotra they want, the bhakti is most important, so whatever you like chose them chant them. See Guru is very important, the one who tells you about any kind of Shiva Gyan little or more is Your guru. So as you asked in my opinion and of Gods Sanskrit Stutis are greatest among them easily available Shiva Mahimna Stotra is very auspicious as this stotra says
There is no God higher than Mahadeva ; there is no hymn better than this one. ' and there is no truth or principle beyond Guru /Spiritual guide. So one can chant this Mahimna stotra which is very beautiful and auspicious it gives immense Punyas. One shall contemplate on its meaning too when they can, So you can chant on your own still if it is done after Guru Agya it reaps Great Punyas. Than in my opinion comes Tandav Stotra than Shiva Shatnams and Shiva Sahastranamas or the Best and easiest thing is to buy a book from Geeta press named as something like Shiva Stotra Ratnawali , it is very reasonably priced and easily available at stations having Geeta Press Shops like in Delhi or Nizamuddin they have Geeta press shops or you can get it from good Pooja Shop, or online and similarly there are many Geeta Press Shops all over India specially on stations.
This stotra sangrah contains many beautiful Shiva Stotras. Yet there are many secret stotras which can only be got through Reading Purans, All Purans yes all without any exception have shiva stutis stotras, Some are very powerful like Sharabheshwar shatnam stotra which is chanted by God Narsimha to Please Shiva, In Kalki Puran there is a great stuti done by Kalki to Appease Shiva in Padma Puran there are not one but many stutis and so do have Linga Puran and Shiva Puran and Skanda Puran etc, these stutis can only be got through the main texts, may be because of there power they are not Propagated, yes know that many kinds of Shiva Poojan is secret Not known to normalians, Only few Shaiwas Know and Do it. Because rishis never wanted to give it to normalians because first they might not cope with energies or they can not handle it or misuse acquired Powers.
So precisely Get this Geeta Press Book and choose whatever you want. I chose stotras which were rhythmic as i am doing them since i was in third standard and loved rhythmic Tandav Stotra and Narmadashtakam by shankaracharya along with many other Stutis. So it is simple all stotras are great yet what you like most is best for you. Though for ordinary Stotras (non- vedic) special kind of pronunciation is not needed but still it shall be Shudha Right pronunciation and be sensible don't just sing Sanskrit stotras in some techno swag kind of style or getting over emotional via trying to sing it as many singers bhajan masters do, and dumb you tubers who are just mimicing even degrading the whole stotra i have seen many ridiculous rendering of great stotras, so stick to leveled natural rhythm as Sanskrit is pronounced. You know that is why Guru is much better way.
Now something about Sanskrit stotras specially older ones. There is great significance of Sanskrit stotras because of the vibes this language produces even if a man or women, does not know its meaning even than it gives divine results how it happens and how to enhance it, ask Guru if he knows it. But know that Sanskrit words interact heavily with water and your body is more than 70% water. Though for those guys who can not even read Sanskrit, Chalisa etc can be chanted and if you are comfy with Sanskrit chant Sanskrit stotras better. Om Namah Shivay
