INQLE 0.3.1 working in Subversion

This minor version adds a couple minor features
* a goofy splash page
* a favicon in the browser
* upgraded to TDB version 0.8.1
* beginnings of authorization rules

The INQLE code base is not backward compatible with prior versions, as
durrent version of Jena TDB (0.8.1) is not compatible with older
TDB.

Also, I added a bit of documentation to
http://code.google.com/p/inqle/wiki/INQLE_Developer_Guide
