Visibroker utils not running under W2000?

I have two systems each with w2000-workstation and Delphi6-Enterprise
installed.

With the Delphi-installation are also installed

Visibroker 4.1
jre 1.22

One system is ok, but on the other its impossible to run any of the
following utils in \inprise\vbroker\bin :

oad.exe, oadutil.exe, osfind.exe, nameserv.exe;

oad.exe is running.

The same happens to exe's in the installed jre (jre1.22).

I have no idea what's wrong, can someone help me?
