thanks for your reminder and apologies for the delay on my side, I have been out of office last days.

 

Fyi: I am working on setting up our issue cluster on “Innovation” and it develops very well.

 

Many people – especially youth and experts from the Science, Technology and Innovation Studies community – are interested to contribute, but the number of cluster members who could comment specifically on the Rio+20 Zero draft document is still limited.

 

I am attaching once again the comments to Zero Draft Document which I have made and sent to the other issues cluster facilitators on 18 February (see info at the bottom of this email and attached) and which I have made available broadly in the "Innovation to join Issues Cluster on Innovation" http://www.uncsd2012.org/rio20/index.php?page=view&nr=866&type=230&menu=39 but these ideas should be treated as my personal suggestions as I didn‘t receive specific comments on these proposals from those who expressed interest to join our cluster.

 

This means our issue cluster “Innovation” will need more time to evolve and to develop full dynamic.

 

One chance for this will be our side event to Third Intersessional “Rio+20: A Global Summit for Innovation” that has been accepted for 19 march in the evening. We will try to use this event to move our issues cluster forward substantially

 

Thank you for your understanding for the difficulties at our start - I am convinced that our cluster can play a crucial role in the success of Rio+20!!!! :-)

Dear colleagues,

 

please find below an invitation letter to potential members of Rio+20 Issues Cluster on "Innovation" which I have put together today and disseminated through various communication channels (IISD UNCSD-List, facebook, etc.). Perhaps this info is useful for your efforts of setting up clusters in your respective fields.

 

Attached you can find the Rio+20 Zero Draft Outcome document with some initial ideas for our cluster inserted with ‘track changes’ modus. I think our contributions to the negotiations should be as specific as possible and oriented towards what is already there in the Zero Draft Outcome document.

 

I am aware of the fact that MG NGO OPs will not have the possibility to communicate all recommendations of all Thematic Clusters to the official Negotiation process, but there are two central suggestions we have in terms of global governance innovation in order to give civil society a more significant position in Rio+20 and beyond and especially regarding the overall design of the Outcome document (reflecting the Call for ‘broad participation’ as stated in UN GA resolution A/RES/64/236)

 

First: Global Civil Society/Global Citizens shall be regarded as partners of Rio+20 Outcome document, if the Outcome document is going to be again only an intergovernmental agreement this will not be effective (and innovative J)

 

I. Preamble/Stage Setting

1. We, the heads of State and Government, having met at Rio de Janeiro, Brazil, from 20-22 June 2012, resolve to work together in partnership with global citizens from all around the world for a prosperous, secure and sustainable future for our people and our planet.

Second: Global Civil Society (Major groups, youth, etc.) need more space in global governance to be able to contribute their resources (money, knowledge, heart power, volunteering) to the work of UN system, therefore UN system should provide space to civil society in IFSD, but also in reality space for getting involved. In real life we propose a Global Challenges Center at UN HQ in NY. We have discussed this idea at our “Innovation and Youth for Rio+20” meeting 23rd of January in New York and our participants loved this idea very much (see http://www.youtube.com/watch?v=wSvDLP10u60&feature=related for details).

 

So we suggest to add to Chapter C “Engaging major groups” to Paragraph 17 following sentence

We are determined to lay at Rio+20 the foundation for giving global civil society (and especially youth) more space in global governance. This determination shall be manifested also by giving space for a Global Challenges Center at UN Headquarter in New York which will provide civil society (and local governments) with premises for meetings, major groups secretariats, easily accessible UN system outreach activities to creative industries, volunteers, etc. (see http://www.youtube.com/watch?v=wSvDLP10u60&feature=related )

Please be informed that I have been invited to serve as Rio+20 Issue Cluster Facilitator for the topic "Innovation".
These thematic clusters are voluntary associations of the Rio+20 NGO Major Group for the purpose of arriving at common policy positions and lobbying strategies.
The Rio+20 Major Group ‘NGOs’ Organizing Partners have identified a number of key NGO networks, and asked representatives central to these networks to help set up thematic clusters for the purpose of arriving at common policy positions and lobbying strategies. We invite you to serve on one or more of the proposed thematic clusters by contacting the designated facilitators provided in this document and in the attached matrix of zero draft priority areas.
The thematic facilitators, have been asked to commit to maintaining an email list for their cluster and to facilitate electronic communications as well as coordinate meetings of their cluster at the UN if so desired. The formation of Rio+20 Innovation Cluster is a follow-up to the Informal Strategy Development Workshop “Thematic Priority ‘Innovation and Youth’ – Key to Success at Rio+20?!” which took place 23rd of January 2012 in New York (you can find more information and links to videos of the presentations at http://www.glocha.info/index.php/latest-news/182-innovandyouthstrategywsny).

The organization I represent - “International Association for the Advancement of Innovative Approaches to Global Challenges IAAIwww.glocha.info - is a not-for profit private association, which has been established under Austrian law of associations by an international group of scientists, science managers and futures studies experts in April 2007. IAAI main objective is to explore and promote systemic innovation regarding resource mobilization of global civil society for effective global governance in support of the work of United Nation System (visit http://glocha.info/attachments/article/182/RationaleforResourceMobilizatioInnovations_Why%20GloCha.pdf for more info). Therefore I am delighted to accept the invitation to serve as facilitator of this thematic cluster.

 

What are we supposed to do in the Thematic Clusters?
 
The thematic facilitators, have been asked to commit to maintaining an email list for their cluster and to facilitate electronic communications as well as coordinate meetings of their cluster at the UN if so desired.
The immediate aim is to derive a common position for each thematic cluster to advocate in the Rio process with a common voice.
The office of the Major Groups Programme Coordinator has agreed to compile NGO amendments into the zero draft outcome document for the Bureau's consideration. The deadline for this NGO compilation text is Friday, 24 February.
Propose text amendments for the outcome document, should be short and concise, and follow UN modalities -- 2 or 3 sentences at most -- submitted by 24 February.
Longer-term aims could include:
Identify common elements and principles within the cluster.
Identify potential partnerships or initiatives for (1) collective lobbying of governments and (2) implementation of Rio+20 decisions.

the event is Monday in the evening: Date & Time Slot: 19 March, 6:15-7:45 PM

we had to merge our event with another one. So I would suggest we have a longer meeting in the afternoon, let’s say 1-5 PM where we develop jointly strategies and concrete input for Innovation and Rio+20 and use the side event for presenting the results

And you are right again when you say it is an important event – it is in my view even an extraordinary important event/initiative as we will have as outcome an issues brief a more or less official Issues brief on “Innovation” (with a focus on governance innovation, non-technological (social) innovation, etc.) complementing the Science and Technology issues brief published today http://www.uncsd2012.org/rio20/index.php?page=view&type=400&nr=278&menu=45

 

Furthermore we will look how to link Future Earth Global Environmental research system and global Education for Sustainable Development networks with our 15/15/15 UN – Civil Society Resource Mobilization Partnership initiative and develop the foundations for a “Global Forum on Innovative Resource Mobilization for Education and Science” to name just a few outcomes that we might produce.
