Please find our 15/15/15 recommendations to Rio+20 Dialogue on Sustainable Cities and Innovation below – our recommendations are related to the topics Governance Models; Coordination Mechanisms and Innovation and Resource Mobilisation:
At Rio+20 heads of State and Government should enter a partnership for sustainable development with global citizens from all around the world by declaring support for the 15/15/15 UN – Civil Society Partnership as presented by Rio+20 Issues Cluster on Innovation:*
15/15/15 UN Civil Society Resource Mobilization Partnership states that global civil society
- on the one hand commits at Rio+20 to mobilize 15 billion Euros and 15 million volunteers by the year 2015 for UN led sustainable development efforts and
- on the other hand requests new forms of participation in global SD governance.
Implementation measures:
- Heads of Government and State and UN system shall lay at Rio+20 the foundation for giving global civil society (and especially youth) more space in global governance. This determination shall be manifested by giving space for a Global Challenges Center at UN Headquarter in New York which will provide civil society (and local governments) with premises for meetings, major groups secretariats, easily accessible UN system outreach activities to creative industries, volunteers, etc.
- Cities and other local and regional authorities shall establish Global Challenges Centers for innovative local level multistakeholder partnerships for knowledge based Sustainable Development which are linked to the work of United Nations by a global vision, joint quality standards (transparency, accountability, openness, ..) and a joint global documentation system (see next implementation measure)
- 15/15/15 Registry of Commitments and Action: “Efforts will be made to link on conceptual level (by framing all sustainable development resources as ‘global commons’) and with a common global documentation system sustainable development efforts of International organizations, national and local public authorities, corporations (in the context of Corporate social responsibility), civil society organizations, global citizens. Participating entities and individuals will be invited to endorse a Charter on Shared Social Responsibility for Global Commons and will be invited to report/register on an annual basis their sustainable development efforts.” (Rio+20 Issues Cluster proposal that has been communicated to Rio+20 negotiations by Major group NGOs: http://www.uncsd2012.org/rio20/content/documents/782Presentation%20state%20of%20negotiations%2023%20Apr%2012.pdf (slide 15)
- Global Forum on Innovative Resource Mobilization for Education and Science (for channeling in a coherent and coordinated manner local and global resources into human capacity building for sustainable development)

Please note that these recommendations have a very strong knowledge base as they have been developed in the context of Rio+20 Issues Cluster on Innovation http://www.uncsd2012.org/rio20/index.php?page=view&nr=866&type=230&menu=38 and with substantive input of several members of Academic Council on the United Nations System www.acuns.org and that they have been communicated as Major group comments to the Zero Draft end of February http://www.uncsd2012.org/rio20/content/documents/465Zerodraft%20-%20FINAL%20VERSION%20-%20March%2005.pdf. Thus their implementability in the context of Rio+20 process is very high!

Dear Sustainable Cities and Innovation Dialogue Members:
On behalf of the Rio+20 Sustainable Cities and Innovation Dialogue and its moderators Professors Winnie Mitullah, Ricardo Caruana, Olivier Coutard and Frédéric de Conink, I would like to thank you for joining the discussion on sustainable cities and innovation. At the moment, there are 7 main topics underway: Governance Models; Coordination Mechanisms; Innovation and Resource Mobilisation; Suggested technology for cleanup of small rivers within cities; Une autre ville est possible (Another city is possible); Smart grids and decentralized production of energy in cities as a contribution for sustainability management in a city; and Local Authority Major Group recommendations.
It is best to state your idea as clearly as possible, in brief, simple language that indicates what should be done and by whom. This will especially help in the final phase when the top recommendations from the Dialogues will go to public voting at the start of June.
I would also encourage you to invite others to join the space by directing them to https://www.riodialogues.org/ where they can request an invitation to join the discussion.
This is a unique opportunity for you to directly contribute and influence the policy dialogue by sharing your expertise and suggestions to the historic Rio+20 conference. These online discussions are serving as a sounding board leading up to the Sustainable Development Dialogue panels that will be hosted by the Brazilian Government, from 16-19 June. The aim of the Dialogues is to bring together NGOs, academia, the public and private sectors, the scientific community and young people to contribute fresh ideas on sustainable development. Conclusions and recommendations drawn from the Dialogues will be conveyed directly to the heads of State and Government gathering in Rio.
We would very much appreciate your suggested recommendations for sustainable cities and innovation.
