Where can I find iscc.exe (it's not included in the latest stable release?)

Hello. I have downloaded the latest stable release of Inno Setup 6 (6-2-1), but iscc.exe (the cmd compiler) can not be found there (only the GUI compiler,
Compil32
.exe). Is iscc.exe included in releases? If not, where can one find the latest stable version of it? Is it required to build this project manually from the source code?

to innosetup
After un-installing and re-installing Inno Set 6, latest stable verion (6-2-1), I now find iscc.exe in the root directory. Not certain what happened on my previous installs that it was not included; sorry for any confusion.
