"Select Install Mode" before "Select Setup Language"?

In a multilingual setup with `PrivilegesRequiredOverridesAllowed=dialog`
why is the "Select Setup Install Mode" dialog shown before the "Select
Setup Language" one?

Hi,

One reason is that it uses the previous language, and the user install could have used a different language than the admin install.

TBH, I would just set ShowLanguageDialog to auto. Not sure why that's not the default.
