I would like to install an exe file on Windows 11 in such a way that this exe automatically sets the compatibility mode for Windows 8... is that possible? Thank you!!

That's a user compatibility setting and isn't something Inno Setup has a feature to manage.
The reason is that the application compatibility settings are there for the end-user[1].
