Setup from FTP Server gives ShellExecuteEx Code 1 error

All my setup files include "PrivilegesRequired=admin" and correctly display UAC screen when executed by non-admins.
All worked well under Windows 10 but display the above error when I try to open under Windows 11 as non-admin.

In fact, they still work well when I open them in our network, where they show UAC screen, and execute normally.
But when I upload them to an FTP server and download them again, I get the above error. It comes BEFORE UAC screen.

Is Windows 11 somehow marking downloaded files? 
The uploaded and downloaded files are bitwise identical.

I tried with two different ftp servers.

Very strange, isn't it ???

Solved!
The reason was that I stored the files from the ftp-server on a RAM-disk and started from there.
That caused the error. When I copied them to a hard-drive, they processed normally.
