InnoSetup Compiler stops running when PyCharm is running and iss-files are eeditet with PyCharm.
I see no reason why PyCharm should lock "SETUP.E32"
The work around is to terminate PyCharm before starting the compiler.
But this is very inconvenient.
There must be a better solution.

It is very likely that you have an anti virus/malware running that interferes with your files. Exclude the folders from scanning.

It seems very unlikely that an anti-virus program is responsible for this issue
or can you explain why the anti-virus program is interfering only when pycharm is running ?
The only anti-virus-program I have running ist Windows-Defender
and I guess it should be very very unlikely that this MS-Product could interferes
even thou it might be possible but stays unexplainable in the given context.
