A Minneapolis police officer responding to a shooting call was ambushed and killed Thursday when he stopped to provide aid to a man who appeared to be a victim. That man instead wound up shooting the officer, authorities said. The suspect and a third person were also killed.

The death of Officer Jamal Mitchell happened during a chaotic situation involving two crime scenes two blocks apart that left three people dead, two others hospitalized in critical condition and another officer and a firefighter with less serious injuries.

Law enforcement provided a brief narrative of what transpired, starting when officers responded to a call of a double shooting at an apartment complex in the south Minneapolis neighborhood of Whittier.

That officer had non-life-threatening wounds. Evans said another person, believed to be an innocent bystander, was shot and taken to a hospital in critical condition. The firefighter also was shot and injured.

The shooting comes three months after two officers and a firefighter-paramedic in the Minneapolis suburb of Burnsville were killed while responding to a domestic violence call. In that case, a man began shooting from a home while seven children were inside. A third officer was wounded before the man died of a self-inflicted gunshot wound.

Mitchell had been with the department about 18 months. He was a father who was engaged to be married. Police officers stood in a line outside Hennepin County Medical Center, where Mitchell was pronounced dead.

A Minneapolis officer hailed as a hero in 2023 was killed by a gunman who ambushed the officer as he responded to the scene. Officer Jamal Mitchell, 28, was one of two people killed in a pair of shootings that also left four people wounded, authorities said. The gunman also was killed.

Provisional certification is an interim certification that affords a qualified out-of-state officer the opportunity to obtain employment as a Colorado peace officer while completing the requirements for Basic certification. Please note that Provisional certification candidates must have required paperwork and forms submitted and approved by Colorado POST prior to starting employment with an agency.

Officers who are fully certified in another state (or certain federal law enforcement agencies), and have served for a minimum of one year within the last three years qualify for Provisional certification. If you do not meet the requirements, you must attend a full Basic academy.

Fingerprints must be submitted as part of the POST background check. Even if you have submitted fingerprints to an agency as part of their hiring process, you must still submit fingerprints for the POST background process. Review the Instructions for Submitting Fingerprints.

The Department of Law ("DOL") and the Peace Officer Standards and Training ("POST") Board are committed to following all federal and state laws governing the certification of peace officer applicants, for both U.S. citizens and non-citizens alike. This page is intended to provide guidance to non-U.S. citizens who are considering applying for POST certification.

There are also several categories of non-citizen immigrants who may not be eligible for POST certification, but this area of law is very complicated and it is impossible to anticipate the specific facts of each situation. For example, law enforcement agencies should always consult their attorneys about certain categories of immigrants, like those with employment authorization under the Deferred Action for Childhood Arrivals (DACA) program or other individuals who may lack lawful status in the United States. For more information,see8 U.S.C. 1621(a) and (c), 8 U.S.C. &, 1641, and C.R.S. 24-76.5-103(1).

The DOL and POST are not able to provide legal advice about specific individuals or circumstances. Hiring agencies and candidates with questions about their specific circumstances should consult an attorney.

Non-US Citizens must provide confirmation of high school or GED equivalence by obtaining a credential evaluation report from a service recognized by the US Department of Education. Please see Credentialing of Foreign Degrees for further information.

The one-day test out is given every other month. The test out includes both the written exam and skills exams. During the skills evaluation, the applicant must demonstrate proficiency in firearms, driving and arrest control by evaluation against POST proficiency standards for each skill. There is no instructional time during the test out. If you have not maintained your skills, we suggest you attend a Refresher academy to reinforce your skills before being tested. See Exam Schedule for exam dates.

A Refresher academy is a two- or three-week academy that consists of both academics and skills training in firearms, driving and arrest control. The written exam is administered on the last day of the academy. If all requirements are met and the POST exam passed, the applicant will be awarded Basic certification.
