Updated raven libraries (including to numpy 1.24)

The required numpy library has been updated to 1.24 for RAVEN.

If you update devel in RAVEN git  you will need to run
./scripts/establish_conda_env.sh --install
or similar to get the updated library.

If you have any plugins, they may need to be updated.  See https://numpy.org/devdocs/release/1.24.0-notes.html
