The default random number generator has been switched from the C++version to the version from Numpy. This is part of a series of patches that are removing RAVEN C++ code in favor of existing code in scipy and numpy.

This does result in slightly different numbers for some tests, particularly in the MCMC code. For most cases, the same random numbers are generated.
