Join the Fortnight-long Campaign of NAPM from

7^th April (World Health Day) to 22^nd April (Earth Day)

 

 

The National Alliance of People’s Movements (NAPM), through its two significant fora – the National Health Rights Forum and National Alliance for Climate and Ecological Justice, invite you to join us in the upcoming fortnight-long campaign called Protecting People's Health....Preserving Planetary Health from 7^th April (World Health Day) to 22^nd April (Earth Day). Over these fifteen days, we hope to highlight the macro global and national contexts, within which we are facing numerous health and ecological crises. We also hope to reach out to various grassroots organizations and movements, in different parts of the country where localized actions could be organized, to connect our specific struggles and demands, with wider challenges.     

 

The world today is in the midst of an unprecedented crisis of war, genocide and turmoil. The deepening climate crisis has been exacerbating many inequities, across and within nations. All these are not ‘distant realities’, but have severe repercussions domestically too; especially on the working class and already socio-economically vulnerable populations. Be it erratic rainfall, flash floods, heat stress etc; all these cause enormous harm and losses to the agrarian and working populations, already facing the brunt of skewed political and economic priorities. On the one hand, we are dealing with public health crisis on many fronts, which is linked both to increasing privatization of the health sector; but also to attack on commons, and poor quality of basic social determinants such as clean air, water, secure livelihoods, housing, sanitation etc. On the other, ecological and climate crises like carbon emissions, industrial pollution, deforestation, heat waves, destruction of commons, land grab, displacement and distress migration, GM crops, occupational health issues are also leading to severe public health impacts.

 

This fortnight-long Campaign is an opportunity for all of us to build a holistic and intersectional approach on these important issues and collectivize more effectively. We appeal to all of you to organize and participate in different on-ground and online activities towards strengthening public health, climate, social justice for all people, nature-based, working-class communities and living entities, defending commons and the earth. Amongst other things, during the Campaign, we shall publicly launch the Karwar Declaration, a collective resolve of the 4-day Conclave of NACEJ from 26^th to 29^th March, 2026. We shall also issue letters to CMs of various states, through local groups, to halt all privatization of public health institutions, ensure legal guarantees for the right to health and strengthen public health services. We shall also focus on the impacts of heat stress and pollution, particularly on the working populations.

 

The key structural causes that threaten people's health and planetary health are the unjust economic systems that put profits over people and the planet, and the socio-political systems that safeguards it. The campaign is also a call towards transformative people’s politics that will dismantle these causes and heal the rift between society and nature. 11^th April (Mahatma Jyotiba Phule Anniversary) and 14^th April (Ambedkar Jayanti) are also important occasions to highlight the social justice and constitutional rights dimensions of Health Rights and Climate Justice. Let us collaborate with different fora of NAPM, to organize actions that highlight the impact of health and climate crisis on the marginalized and working-class communities and strengthen their ongoing resistances.

National Health Rights Forum (Rashtriya Swasthya Adhikar Morcha) is a pan-Indian initiative of NAPM to strengthen the public health movement at the grassroots, by securing the universal right to health and well-being of all citizens and communities, particularly the working class and marginalized sections. National Alliance for Climate and Ecological Justice (NACEJ) is a pan-Indian initiative of NAPM to address climate crisis, through an ecological and social justice approach, upholding human rights and co-existence of all species.

जन आंदोलनों का राष्ट्रीय समन्वय (NAPM) के दो महत्वपूर्ण मंचों - राष्ट्रीय स्वास्थ्य अधिकार मोर्चा और राष्ट्रीय जलवायु और पर्यावर्णीय न्याय मंच (NACEJ) के माध्यम से, हम आपको 7 अप्रैल (विश्व स्वास्थ्य दिवस) से 22 अप्रैल (पृथ्वी दिवस) तक आयोजित “स्वास्थ्य सुरक्षा से…धरती संरक्षण तक” पंद्रह-दिवसीय जन अभियान में जुड़ने के लिए आमंत्रित करते हैं।

 

इन पंद्रह दिनों के दौरान, हम उन व्यापक वैश्विक और राष्ट्रीय संदर्भों को उजागर करने की उम्मीद करते हैं, जिनके कारण हम आज अनेक स्वास्थ्य और पर्यावरणीय संकटों का सामना कर रहे हैं। हम देश के विभिन्न हिस्सों में मौजूद ज़मीनी संगठनों और आंदोलनों तक पहुँचने की भी उम्मीद करते हैं, जहाँ स्थानीय स्तर पर गतिविधियाँ आयोजित की जा सकें, ताकि हमारे विशिष्ट संघर्षों और मांगों को व्यापक चुनौतियों से जोड़ा जा सके।

 

आज दुनिया युद्ध, जनसंहार और उथल-पुथल के एक अभूतपूर्व संकट के दौर से गुज़र रही है। गहराता जलवायु संकट, देशों के आपस में और देशों के भीतर, कई तरह की असमानताओं को और भी बढ़ा रहा है। ये सभी 'दूर की वास्तविकताएँ' नहीं हैं, बल्कि इनके हमारे अपने देश में भी गंभीर परिणाम सामने आ रहे हैं; विशेष रूप से मज़दूर वर्ग और उन पर जो पहले से ही सामाजिक-आर्थिक रूप से वंचित हैं। चाहे अनियमित बाररिश, अचानक आने वाली बाढ़, या अत्यधिक गर्मी (हीट स्ट्रेस); ये सभी कृषि-वर्ग और मज़दूर आबादी को भारी नुकसान पहुँचाते हैं, जो पहले से ही असंतुलित राजनीतिक और आर्थिक प्राथमिकताओं की मार झेल रहे हैं।

 

एक ओर, हम कई मोर्चों पर सार्वजनिक स्वास्थ्य संकट से जूझ रहे हैं; जिसका संबंध न केवल स्वास्थ्य क्षेत्र के बढ़ते निजीकरण से है, बल्कि 'साझा संसाधनों' (commons) पर हो रहे हमलों और स्वच्छ हवा, पानी, सुरक्षित आजीविका, आवास, स्वच्छता आदि जैसे बुनियादी सामाजिक निर्धारकों की खराब गुणवत्ता से भी है। दूसरी ओर, कार्बन उत्सर्जन, औद्योगिक प्रदूषण, वनों की कटाई, लू (हीट वेव्स), साझा संसाधनों का विनाश, ज़मीन की लूट, विस्थापन और संकट-जनित पलायन, GM फसलें, तथा कार्यस्थल से जुड़े स्वास्थ्य मुद्दे जैसे पर्यावरणीय और जलवायु संकट भी सार्वजनिक स्वास्थ्य पर गंभीर प्रभाव डाल रहे हैं।

यह पंद्रह-दिवसीय अभियान हम सभी के लिए एक ऐसा अवसर है, जिसके माध्यम से हम इन महत्वपूर्ण मुद्दों पर एक समग्र और बहुआयामी दृष्टिकोण विकसित कर सकें, और अधिक प्रभावी ढंग से एकजुट हो सकें। हम आप सभी से अपील करते हैं कि सभी लोगों, प्रकृति-आधारित समुदायों, श्रमिक वर्ग और सभी प्रजातियों के लिए; तथा साझा संसाधनों और धरती की रक्षा के लिए – आप इस दौरान सार्वजनिक स्वास्थ्य, जलवायु और सामाजिक न्याय को मज़बूत करने वाली विभिन्न ज़मीनी और ऑनलाइन गतिविधियों का आयोजन करें और उनमें सक्रिय रूप से भाग लें।

 

इस अभियान के दौरान, हम सार्वजनिक रूप से 'कारवार घोषणा जारी करेंगे। यह घोषणा 26 से 29 मार्च, 2026 तक आयोजित NACEJ के 4-दिवसीय सम्मेलन का एक सामूहिक संकल्प है। हम स्थानीय समूहों के माध्यम से विभिन्न राज्यों के मुख्यमंत्रियों को पत्र भी भेजेंगे, जिसमें उनसे सार्वजनिक स्वास्थ्य संस्थानों के निजीकरण को पूरी तरह रोकने, 'स्वास्थ्य के अधिकार' के लिए कानूनी गारंटी सुनिश्चित करने और सार्वजनिक स्वास्थ्य सेवाओं को और अधिक सुदृढ़ बनाने का आग्रह किया जाएगा। इसके साथ ही, हम 'हीट स्ट्रेस' (गर्मी के तनाव) और प्रदूषण के प्रभावों पर भी विशेष रूप से ध्यान केंद्रित करेंगे, जिनका असर मुख्य रूप से श्रमिक आबादी पर पड़ता है।

 

लोगों के स्वास्थ्य और पृथ्वी के स्वास्थ्य के लिए खतरा पैदा करने वाले प्रमुख संरचनात्मक कारण वे 'अन्यायपूर्ण आर्थिक व्यवस्थाएं' हैं, जो लोगों और पृथ्वी के हितों के बजाय केवल मुनाफे को प्राथमिकता देती हैं; और वे 'सामाजिक-राजनीतिक व्यवस्थाएं' हैं, जो इन आर्थिक व्यवस्थाओं को संरक्षण प्रदान करती हैं। यह अभियान एक ऐसी 'परिवर्तनकारी जन-राजनीति' का आह्वान भी है, जो इन मूल कारणों को समाप्त करेगी और समाज तथा प्रकृति के बीच पैदा हुई खाई को भरने का काम करेगी।

 

11 अप्रैल (महात्मा ज्योतिबा फुले की जयंती) और 14 अप्रैल (अंबेडकर जयंती) जैसे अवसर 'स्वास्थ्य के अधिकार' और 'जलवायु न्याय' से जुड़े सामाजिक न्याय और संवैधानिक अधिकारों के पहलुओं को रेखांकित करने के लिए अत्यंत महत्वपूर्ण हैं। आइए, हम NAPM के विभिन्न मंचों के साथ मिलकर ऐसे कार्यक्रमों का आयोजन करें, जो श्रमिक और हाशिए पर खड़े समुदायों पर स्वास्थ्य और जलवायु संकट के प्रभावों को प्रमुखता से उजागर कर सकें और उनके ज़मीनी संघर्षों को और बल दे।

राष्ट्रीय स्वास्थ्य अधिकार मोर्चा - NAPM की एक अखिल भारतीय पहल है। इसका उद्देश्य सभी नागरिकों; विशेष रूप से श्रमिक वर्ग और हाशिए पर खड़े समुदायों के लिए 'स्वास्थ्य अधिकार' को सुनिश्चित करते हुए, ज़मीनी स्तर पर सार्वजनिक स्वास्थ्य आंदोलन को सशक्त बनाना है।

 

राष्ट्रीय जलवायु और पर्यावर्णीय न्याय मंच (NACEJ) भी NAPM की एक अखिल भारतीय पहल है, जिसका उद्देश्य 'पारिस्थितिक और सामाजिक न्याय' के दृष्टिकोण से, मानव अधिकारों की रक्षा और सभी प्रजातियों के सह-जीवन को सुनिश्चित करते हुए, जलवायु संकट का समाधान करना है।
