iniparse-0.3.1 released

The last release had some parsing bugs relating to handling of empty
lines. Thanks to everyone who reported problems and tested fixes (in
particular, Dean Montgomery helped immensely by quickly testing my
fixes on his system).

Version 0.3.1 fixes these problems:
