[iniparse] iniparse-0.3.2 released

iniparse-0.3.2 has been released, with a bunch of new features:

* A tidy() function for tiding up empty lines in INI files
* A change_comment_syntax() function that enables parsing Mercurial config files
* Added ConfigParser exceptions and constants to the top-level iniparse module

tidy() and change_comment_syntax() were based on a patch by Paul Lambert.
