The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) seeks to recruit a Research Officer for its Resilient Dryland Systems program to its Ethiopia Country Office in Addis Ababa located at the International Livestock Research Institute (ILRI) Addis Ababa campus.

General:  The International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) is one of the 15 centers strategically located all over the world and supported by the Consultative Group on International Agricultural Research (CGIAR). With its main research station and offices based in Patancheru, India, ICRISAT works through a network of partnerships with national, regional and international institutions, universities, non-governmental organizations and ministries in the developing world; and with advanced research institutes in industrialized countries.

Responsibilities:

  • Under the guidance of project leader, implements research protocols and collects data in a number of areas that contribute to natural resources management,
  • Tests and analyzes various soil fertility and water management options.
  • Engages in creating local and national partners more effectively to accelerate innovations,
  • Creates partnership with research institutes and NGOs working on Natural Resources Management,
  • Supports research work of MSc and PhD students,
  • Assists in compiling, summarizing, documenting and publishing research data in reports, journals, periodicals, book chapters, magazines and newsletters,
  • Contributes towards communicating research findings to target audience through workshops, meetings, conferences, radio, TV and other media,
  • Contributes to ICRISAT’s efforts in improving food security and natural resources management

Requirements:

Education:

  • MSc degree in soil science, natural resource management, agronomy, ecology, silvo-pastoral and agroforestry or related discipline.

Experience:

  • 5 (Five) years of research experience
  • Experience in soil fertility management, participatory research, watershed management,
  • Experience in collecting and analyzing quantitative and quantitative data.
  • Experience in designing and implementation of field-based experiments
  • Experience in working with a wide range of stakeholders and interest to work in interdisciplinary team

 Skills and Competencies:

  • He/she should have statistical knowledge, computer applications and software for data management and analysis. Knowledge of GIS skills will be an additional advantage.
  • Skills and experience with qualitative and quantitative research methods and analysis used in crop improvement programs
  • Research communication skills or experience with communication and popularization of scientific outputs
  • Willingness to work in the field and travel within the region
  • Collaborative skills, ability to work in multi-cultural teams, excellent oral and written communication skills (English)
  • A sense of creativity and ability to work with minimal supervision

Position level:   3A.

Duty Station:    Addis Ababa, Ethiopia

Minimum Base salary:

  • Birr 27,556 per month (Negotiable, depending on experience, skill and salary history of the candidate)

The International Livestock Research Institute (ILRI) seeks to recruit a Research Officer – Index Based Livestock Insurance (IBLI) who will be a member of the Livestock Systems and the Environment Program in Addis Ababa, Ethiopia.

General: The International Livestock Research Institute (ILRI) works at the crossroads of livestock and poverty, bringing high-quality livestock science, communications and capacity building to bear on poverty reduction and sustainable development. ILRI is one of 15 centres supported by the Consultative Group on International Agricultural Research (CGIAR). ILRI has campuses in Kenya (headquarters) and Ethiopia, with other offices located in other regions of Africa (Mali, Mozambique, and Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, and Vietnam) and East Asia (China).  http://www.ilri.org.

Under the guidance of project leader, the Research Officer – Index Based Livestock Insurance (IBLI) is responsible to provide, implement research protocols and collect data in a number of areas that contribute to natural resources management.

Key duties & responsibilities:

  • Manages the implementation of field surveys including the training and supervision of enumerators and facilitators; coordinating all the necessary field logistics including accommodation, transport, etc., of the field team; maintains budgets, equipment and handling administrative issues required for successful field work,
  • Coordinates the proper management of data, including proper storage, cleaning and preliminary analysis,
  • Supports all Index Based Livestock Insurance (IBLI) related activities in Ethiopia. This includes organizing and hosting trainings, workshops, presentations, field trips and meetings with and for relevant stakeholders and project partners,
  • Supports current IBLI and potential partners, which includs insurance companies (eg OIC), Cooperatives, microfinance institutions, NGOs, etc., with day-to-day operations, and provides overall program management and troubleshooting,
  • Develops new and strengthen existing partnerships and maintains good relationships with key IBLI stakeholders from partners down to community leaders, elders and the target clientele,
  • Compiles regular reports on the state of the project spanning from data summaries, workshop and trip reports, project briefs etc.,
  • Supports the implementation agenda to ensure that it is pursued in a timely and comprehensive manner. This includes providing technical backstopping for product training and delivery to relevant stakeholders,
  • Helps to set the foundations for the expansion of IBLI beyond the pilot site and contributes to the development of the index-based livestock insurance industry in Ethiopia,
  • Assists with the writing of IBLI related publications as needed.

QUALIFICATIONS/SKILLS AND COMPETENCE:  
Education

  • MSc degree or Agricultural Economics, Development Economics, Rural Development or other similar social science discipline.

Experience:

  • At least five years of relevant experience working in research and development requiring field experience, extensive partnership engagement and management of a team.

Skills:

  • Demonstrated skills and experience in qualitative and quantitative data collection and analysis
  • Knowledge and experience with database and analysis tools (Access, SPSS, STATA, SNA)
  • Practical understanding of a variety of tasks in a system i.e. methods, systems and processes.  Knowledge and insight are required for the application of practical methods and techniques, work procedures and processes and/or proficiency in the specialized use of materials, equipment and tools.
  • Good organization skills and ability to communicate well orally and in writing.

Duty Station: Addis Ababa.

Grade: 3B

Minimum Base:    Birr 34,128 (Negotiable, depending on experience, skill and salary history of the candidate)

  • Review all payables journals before posting;
  • Approve supplier invoices for payment;
  • Review and verify payments prior to approval;
  • Ensure suppliers’ accounts are up to date with valid balances before approving reconciliations;
  • Review creditors aging analysis monthly and take appropriate action;
  • Review payables accruals including retention account monthly;
  • Review tax returns and ensure they are filed on time;
  • Ensure VAT exemption application and submission to/from KRA to suppliers is made on time. Ensure VAT schedule and reconciliation are timely updated and appropriate action taken;
  • Carry out quarterly performance review of the Direct reports;
  • Participate in vendor prequalification process. Oversee financial due diligence. Ensure that the vendor list in the system is updated with the appointed vendors including their bank details;
  • Ensure all online payments platforms are up to date. Carry out regular reviews to ensure system effectiveness and security;
  • Actively participate in ERP roll-out and support cross team working before, during and after implementation of the new ERP System.

Requirements

  • Bachelor’s Degree in Accounting;
  • Full accounting qualifications- CPA (K) or ACCA;
  • Minimum of five years of relevant working experience;
  • Good personal organizational skills, accuracy and attention to detail;
  • Good communication and interpersonal skills;

Responsibilities

  • Match of Utilities and outsources services suppliers’ invoices by the set date of every month. Checking documentation for completeness, accuracy, approvals as per policy, matching and input of supplier invoices. Liaises with procurement and Treasury accountant to process suppliers’ letters of credit (LCs) or Bank guarantees applications;
  • Reconcile Utilities and outsources services’ ledger balances to suppliers statements at the time of payment;
  • Allocate services suppliers’ accounts for prompt payments generation. Generate supplier payments and process payment requests by the set dates;
  • Process ALL VAT exemption applications immediately after payments generation of payments. Update VAT tracking schedule and VAT reconciliation. Dispatch approved exemptions to suppliers immediately upon receipt from Ministry of Foreign Affairs (MFA). Ensure timely response to supplies’ queries on VAT;
  • Apply for Annual VAT blanket exemptions of the following year by November of the current year for the approved suppliers. Ensure timely update of approved supplies’ register.
  • Analyzing outstanding supplier commitments. Print withheld invoices report for review by the Payables Supervisor;
  • Manage ALL vendors list in the system;
  • Manage W/tax account: Ensure the account is reconciled every month. Initiate W/tax payments;
  • Maintain & ensure timely reconciliation of ALL Service accruals’ accounts on monthly basis;
  • Send payment remittances or email confirmations to the suppliers.
  • Actively participate in ERP roll-out and support cross team working before, during and after implementation of the new ERP System

Requirements

  • Bachelor’s Degree in Accounting;
  • Full accounting qualifications- CPA (K) or ACCA;
  • Minimum of two years of relevant working experience;

  • Prepare and circulate stock take report within one week after completion of the exercise. The report must include clear recommendations to write off obsolete items and provide for slow moving items. Ensure stock take adjustment journal is prepared, approved and posted in the month of stock take;
  • Update GL and IC upon disposal of inventory items. The update must be carried out within the month of disposal.
  • Actively participate in ERP roll-out and support cross team working before, during and after implementation of the new ERP System
