That is always the problem with conference papers: no room for serious elaboration.
 
But roughly, the idea is that an instance of representation which is about some portion of reality can be destroyed while other, exactly similar, instances of representation of the same portion of reality can continue to exist. Thus your representation can be destroyed, while mine still exists. That would not be possible if a representation were a GDC, but with a quality, an SDC, there is no problem.
 
There is much more to be said about this, but that would be the topic of a paper itself.
