Keydefs when telnetting to a vax using Utilities Terminal

I carry primary responsibility here at Goshen College for supporting NuPop
users on campus. We have chosen NuPop as our pc email pkg, and in general
are very happy with it. But I'd like to ask your help with a major
frustration when using it.

I am using vt100, enlarged screen, etc, but no matter what I do, the
definitions do not seem to work. Here are some examples:

The arrow keys (kpd or gray) scroll the screen instead of moving the
cursor.

The function key definitions do nothing, or do their NuPop function. I
cannot seem to redefine anything.

I have modified different function keys ... but the mod doesn't "take".

Can you help me know what I'm doing wrong?
