NSF and Cornell University Host Regional Grants Conference
On October 21 and 22, 1996, Cornell University will host the first
NSF Regional Grants Conference of fiscal year 1997. Workshops and
presentations by NSF staff will cover the following topics:
proposal preparation; the merit review process; electronic
initiatives, policies, and special issues; grant administration,
compliance, and accountability; new programs and initiatives; and
future directions and strategies for a national science policy.
NSF staff participants will include the NSF Deputy Director; the
Chief Financial Officer; senior officials from the Office of
Legislative and Public Affairs, the Office of General Counsel, the
Office of Information Resource Management, the Division of
Contracts, Policy, and Oversight, and the Division of Grants and
Agreements; and various program directors.

New Program Announcements from the BIO Directorate
The following program announcements have been revised and reflect
the newly established deadline dates for each program.
o Multi-User Biological Equipment and Instrumentation Resources
(NSF 96-91)--The new deadline date is July 29, 1996.
o Instrument Development for Biological Research (NSF 96-90)--
The new deadline date is August 26, 1996.
The new versions are available electronically only and exist in
three common formats: HTML, PDF, and MS-Word. They are accessible
on the NSF Home Page via the World Wide Web (www.nsf.gov/) and on
STIS (stis.nsf.gov).

The Foundation provides awards for research in the sciences and
engineering. The awardee is wholly responsible for the conduct of
such research and preparation of the results for publication. The
Foundation, therefore, does not assume responsibility for the
research findings or their interpretation.

Facilitation Awards for Scientists and Engineers With Disabilities
(FASED) provide funding for special assistance or equipment to
enable persons with disabilities (investigators and other staff,
including student research assistants) to work on NSF projects. See

Privacy Act and Public Burden. The information requested on
proposal forms is solicited under the authority of the National
Science Foundation Act of 1950, as amended. It will be used in
connection with the selection of qualified proposals and may be
disclosed to qualified reviewers and staff assistants as part of
the review process; to applicant institutions/grantees to provide
or obtain data regarding the application review process, award
decisions, or the administration of awards; to government
contractors, experts, volunteers, and researchers as necessary to
complete assigned work; and to other government agencies in order
to coordinate programs. See Systems of Records, NSF-50, Principal
Investigators/Proposal File and Associated Records, and NSF-51, 60
Federal Register 4449 (Jan. 23, 1995), Reviewer/Proposal File and

Submission of the information is voluntary. Failure to provide full
and complete information, however, may reduce the possibility of
your receiving an award.
The public reporting burden for this collection of information is
estimated to average 120 hours per response, including the time for

Program Deadlines and Target Dates for Proposals
The following listing gives key dates on which grant proposals are
due at NSF for the next four months. The dates listed are subject
to change. Further information is available from the NSF staff
members or offices listed for each entry. Unless otherwise
indicated, brochures in parentheses are available from NSF's
Publications Office and may be requested by filling out the
Publications Order Form located in the back of this Bulletin. In
addition, many of NSF's publications are available electronically
on STIS, the World Wide Web, or Gopher. The number and letter codes
after some announcements refer to listings in the publication
Keyword Thesaurus. They are used by the research management offices
of colleges and universities to target NSF Bulletin information to
potential users.

Program Deadlines: Unless otherwise stated in announcements or
solicitations, proposals postmarked after these cutoff dates
generally will be returned to the proposer.
Target Dates: Unless otherwise stated in announcements or
solicitations, proposals postmarked after these cutoff dates will
be reviewed, although they may miss a particular panel meeting.
Other: Most NSF programs that do not have a specific deadline or
target date will accept proposals at any time of the year. These
programs do not appear in the Bulletin. It takes approximately six
months to process a proposal.
