NSF Announcements for May 1996

The NSF Bulletin provides monthly news about NSF programs and
funding opportunities, deadline and target dates for submission of
proposals, current publications, and information on meetings and
conferences as well as sources for more information. Telephone
numbers are the Arlington, VA, area code 703, unless otherwise
indicated. Individuals who are hearing-impaired should call either
NSF's Telephonic Device for the Deaf (TDD) at 306-0090 or the
Federal Information Relay Service (FIRS) at 1-800-877-8339, for
further information.

The material in the printed version of this publication can be
accessed electronically through NSF's Science and Technology
Information System (STIS), the World Wide Web (www.nsf.gov/), or
Gopher, or by being placed on the electronic Bulletin mailing list.
For more information about STIS, see the Publications Order Form in
the back of this Bulletin. To be placed on the electronic mailing
list, send an e-mail message to stis...@nsf.gov. In the body of
the message, type subscribe bulletin and your first and last name.
(For example, if your name is Jane Doe, type subscribe bulletin
Jane Doe.) In an effort to save printing and mailing costs as well
as paper, NSF encourages the use of electronic methods. For more
widespread distribution, any or all portions of this publication
may be reproduced, with the exception of the mailing permit.

Cross-Directorate Programs

The Foundation offers several activities specifically designed to
increase research participation of faculty and students in
primarily undergraduate institutions, and to enhance research
participation of women and underrepresented minorities. The
following briefly describes these programs.

o Research in Undergraduate Institutions (RUI) provides support
for faculty in nondoctoral departments of predominantly
undergraduate institutions through the following activities:
Faculty Research Projects, Research Instrumentation Grants,
and Research Opportunity Awards. In addition to fulfilling the
usual NSF requirements, RUI proposals must also describe the
expected impact of the proposed research on the research and
training environment of the department.

o Research Opportunity Awards (ROA) are part of the RUI Program
and offer faculty who are at an institution with limited
research opportunities, a chance to participate in research at
other institutions under the aegis of NSF investigators.

o Research Experiences for Undergraduates (REU) provide
opportunities for undergraduate students to be direct
participants in research or related scholarly activities in
science, mathematics, and engineering. The Sites component
supports group projects, usually during the summer months. The
Supplements component supports research experiences for one or
two undergraduates to a current NSF-supported Principal
Investigator.

o Research Planning Grants (RPG) are one-time, limited awards
for preliminary studies and other activities to strengthen
planning and proposal-writing capabilities, and to facilitate
the development of more competitive NSF research proposals by
female or minority investigators.

o Career Advancement Awards (CAA) expand opportunities for women
and minority researchers to advance their careers. CAA are
appropriate for independent investigators whose careers are
still evolving, or for other experienced researchers who are
changing their research direction or who have had a
significant research career interruption.

For further information including deadline dates for proposal
submission, contact the cognizant program officer, or call the
Senior Staff Associate for Coordination of Cross-Directorate
Programs at 306-1603.
=====================================

The Foundation provides awards for research in the sciences and
engineering. The awardee is wholly responsible for the conduct of
such research and preparation of the results for publication. The
Foundation, therefore, does not assume responsibility for the
research findings or their interpretation.

The Foundation welcomes proposals from all qualified scientists and
engineers and strongly encourages women, minorities, and persons
with disabilities to compete fully in any of the research and
related programs described here.

In accordance with federal statutes, regulations, and NSF policies,
no person on grounds of race, color, age, sex, national origin, or
disability shall be excluded from participation in, be denied the
benefits of, or be subject to discrimination under any program or
activity receiving financial assistance from the National Science
Foundation.

Facilitation Awards for Scientists and Engineers with Disabilities
(FASED) provide funding for special assistance or equipment to
enable persons with disabilities (investigators and other staff,
including student research assistants) to work on NSF projects. See
the program announcement (NSF 91-54) or contact the program
coordinator at 306-1636.

Privacy Act and Public Burden. The information requested on
proposal forms is solicited under the authority of the National
Science Foundation Act of 1950, as amended. It will be used in
connection with the selection of qualified proposals and may be
disclosed to qualified reviewers and staff assistants as part of
the review process; to applicant institutions/grantees to provide
or obtain data regarding the application review process, award
decisions, or the administration of awards; to government
contractors, experts, volunteers, and researchers as necessary to
complete assigned work; and to other government agencies in order
to coordinate programs. See Systems of Records, NSF-50, Principal
Investigators/Proposal File and Associated Records, and NSF-51, 60
Federal Register 4449 (Jan. 23, 1995), Reviewer/Proposal File and
Associated Records, 59 Federal Register 8031 (Feb. 17, 1994).
Submission of the information is voluntary. Failure to provide full
and complete information, however, may reduce the possibility of
your receiving an award.

The public reporting burden for this collection of information is
estimated to average 120 hours per response, including the time for
reviewing instructions. Send comments regarding this burden
estimate or any other aspect of this collection of information,
including suggestions for reducing this burden, to Herman G.
Fleming, Reports Clearance Officer, Contracts, Policy, and
Oversight, National Science Foundation, 4201 Wilson Boulevard,
Arlington, VA 22230.

The National Science Foundation has TDD and FIRS capabilities,
which enable individuals with hearing impairment to communicate
with the Foundation about NSF programs, employment, or general
information. To access TDD, dial 306-0090; for FIRS, 1-800-877-
8339.

Program Deadlines and Target Dates for Proposals

The following listing gives key dates on which grant proposals are
due at NSF for the next four months. The dates listed are subject
to change. Further information is available from the NSF staff
members or offices listed for each entry. Unless otherwise
indicated, brochures in parentheses are available from NSF's
Publications Office and may be requested by filling out the
Publications Order Form located in the back of this Bulletin. In
addition, many of NSF's publications are available electronically
on STIS, the World Wide Web, or Gopher. The number and letter codes
after some announcements refer to listings in the publication
Keyword Thesaurus. They are used by the research management offices
of colleges and universities to target NSF Bulletin information to
potential users.

Program Deadlines: Unless otherwise stated in announcements or
solicitations, proposals postmarked after these cutoff dates
generally will be returned to the proposer.

Target Dates: Unless otherwise stated in announcements or
solicitations, proposals postmarked after these cutoff dates will
be reviewed, although they may miss a particular panel meeting.

Other: Most NSF programs that do not have a specific deadline or
target date will accept proposals at any time of the year. These
programs do not appear in the Bulletin. It takes approximately six
months to process a proposal.
