System Enablers

I am working on a Centris 650 and I need to make a boot up disk for it. It
has a CD-ROM drive, but the original CD-ROM system startup disc has either
disappeared or never exsisted. I believe that I have all the files
neccessary to start the machine up with a boot disk but it is not working.
I think that I am missing some type of System Enabler file that I can't see.
I copied all of the system enablers to the System Folder on the boot disk
but that still does not work. Can somebody point me into the right
direction. I have boot disks that work but they don't let me into the
finder, (Norton, DiskTools, etc.). The enablers do not look different from
what I can tell. I am obviously missing something simple.
