I remember seeing quite a few such programs, mostly writen in Perl.

Maybe you would like to read the FAQ's of the mail groups and sniff in
some Perl archive. The general idea is to sum length of messages as
reported in the mailer's log files, so this won't count the overhead
of TCP/IP and maybe some SMTP protocol (would it?).

Otherwise, what about counting packets to/from the SMTP port (TCP 25)?
