If you use Lucnet Portmasters you can put a choicenet filter on the account
which will only allow pop access.

Our solution was to prevent logins all together. We only sell email only
accounts to people as a 2nd or 3rd account (so they already have dialup).
I movified Livingston Radius to allow a DENYFILE of users that can't login.
